the iet act are entitled by its terms to three years to conty conny complete filete ing of the tile prescribed area with trees tree and th thu that tha A they should not be limit ed to one year in the regulations while it 1 is 14 4 true that theist the act does not f mention any particular time within which the planting shall be done by parties making entries under the first seg section the ath section cleary clearly limits the time for planting by a homestead claimant to one ear from the thin date of or entry a it eguires hini him to at the end of bf the third year that he be has bals had the trees which lie he is required to plant under cultivation for two years this he cannot do unless the trees within I 1 one year from the date of entry congress thus fixed a time for homestead claimants under the ath sect lection pee pec lon tion arill arili an d as no time was fixed in the case of parties hartlas making entries under the section I 1 adopted in entries of that class the time which congress considered reasonable and proper to allow homestead claimants and limited them to one year A different construction might have been reached by separating the and ad sections of the
