Show EDITORIAL morgan county is taking steps to consolidate its school districts and creating a county school district of the first class with all its inherent advantages weber county has done this anil and the same thing Is under consideration sile r A tion in davis county we nolle by the ogden and salt lakes papers that still another raise in the price of coal is contemplated by the dealers we cannot say just why this should be but we tire are told that tile the dealers cannot get anything but dirty coal and when they have to screen it they lose practically all the profits we would suggest to our leaders that in liew lew of the outlook it would bo be wise to lay in a 1 supply of fuel right away there is almost certain to bo be a greater shortage than there hero was last bear 3 ear and that the moy laity go even higher than tit at present is not it ai all unlikely brigham city saw vi vigorous vigo 1 goi ous ious opposition to the consolidation ot her fou school districts but today is there a man who would return to old conditions t I 1 ons if i he could we heard of one A member of the salt lake city school board was in town the other day and when spoken to regarding g this matter of consolidating the county school districts said that there was opposition to the consolidation of the districts in his city there were mole moie districts than we liane hae in the county now however it would be difficult indeed to find a man who would faor a return to former conditions in weber county the opposition was so pronounced that a suit at law was commenced to set aside the action of the county commissioners ners put ut read in this thia issue what the count county u d e 11 of f t their I 1 ie I 1 r epperle e n yi ia c ca is noral ier I 1 ae aepli je WE a v it ron ns g advertisement inserted in the salt lake papers the other day by contractor r P J moran mr morin moran employs a great many men ilen and after setting out in ill his ad that he wanted men inen he says in big black type only men who are willing to work need apply it simply shows a condition all 00 too oo prevalent alent among among laborers the building of the brigham Brig harn depot that is in its early stages furnishes a striking example of this tendency the men seemed to be with each other to see which could do the least work in the he course of a day they glied perhaps that the railroad company was lich and well able to vay pay b but t that makes n no 0 difference when a man hires out he should give malua received 1 C it matters ill not whether ills his employer be rich and able to pay or whether lie he to bo poor the file man who do an honest days work is very likely to be dishonest in ill other things and is not to be trusted anywhere this practice of el is injurious not ony to the person who does docs it and to the employer but it hurts othet working men it places a ban on the laboring class lind and worthy men are to sillier sufi er for the misconduct of others referring to the able article in this week s news bouti contributed by he bjon F r AV fishburn wo ave wish to call all particular attention to some important points made in reference to the high schools lt it is a f tact ct not generally known very verv little known indeed until ti the 1 e A C U U ox of U commission comission Co mission disclosed disclose it that there are no real high schools ls in tile the state outside of salt lake and ogden there are high hf ii schools connected with the agricultural college and the chuich schools sc bools designated designate il preparatory departments but as shown by the commission above referred to the cost per pupil in these hose preparatory departments is so enormous as to lie be appalling the university has discontinued its high school courses to enter there it is now necessary that students have credit for four years high school work whore where are they going to get it there me aie none of the county school districts is as at present constituted able to support such a high school the combined districts of any of the counties could do it and hats what it will have to lo conic come to sooner or later and the sooner tile the plan is arl adopted opted the sooner will they be partakers par takers of the advantages that result from a union 0 of forces it is declared declai dc ed by those places them in a position to known that 90 per cent of the boas 10 s and girls who live in these county school districts under the old regime neer get beyond the sill grade the 10 1 er cent who do 10 get beyond that ire the children chil dien of parents who can call afford to solid send them away flohil home and that brings us to another phase of the question when the boys and girls leave the ath grade and aej are prepared prepare to enter t the ie high school thoy they are arc of an age when they dequire the watchful care of parents perhaps more than at any other period of their lives it ini im IlO iLant then that thai they bo be under tinder tile the best possible influence tile the influence of father and mother it if we combine foicey so that tile the four heir ear high j school course can call lie be had at home this can be realized not otherwise RESULTS OF consolidation anent this question of consolidation of the school districts we asked tile the superintendent of the weber county schools a school district ot of the first class to give us is ills experience under tinder the new system he Is altogether in fit favor of the change and among otiler oilier things filings points out the following advantages and wi we take pleasure in reproducing them here for the tha consideration of our readers consolidation has worked most admirably in weber county count and has proved to be an in matters under the present tani the hoard board of education meets verv saturday morning at lo 10 0 clock with the superintendent where conditions of every school in lie county are discussed where there is any trouble it is properly adjusted austed tile superintendent hears hear 9 ironi froni every school in the county once a week aside from his personal visits instead of at merely complying with the law by visiting each school twice luring during the school year lie he visits where he is most needed during the school year of 1903 1905 1906 some schools were visited as ciany as 12 times the superintendent reports to the board the results of his visits TAXES U ader consolidation there is it a uni uniform forni tax throughout the county where before the tax varied from one and a halt half to fifteen mills auder the old conditions one district with about worth of corporate property could run its schools nine months on a one and a halt half mill tax and at the end of the year liae hirte money in the treasury while in another district with no corporate property a levy of fifteen mills was made and the school closed at the end of seven months for want ot or funds two large corporations paid into the school fund over last bear ear while under the old system they escaped with 1123 1125 under consolidation ill all schools hams haae the same length of oc a school sear and all children in weber county have the same chance auder consolidation the wealthy corporations are taxed equally with the he poor farmer for the support suppo rt of the public schools TEA TEACHERS CHERS teace teachers ers for the entire county are employed by the board of education they are required to sign uniform contracts prepared by the board each tenh teah er has a copy of a school manual prepared and sent seat out by he doard board which contains rules and regulations for the schools and defines clearly the duties of principals teachers pupils and janitors one weeks salary Is held back to insure a faight 1 I performance for mance of duty duly the board deals with all teachers in the county which does away with the old custom of teachers going from district to district bidding for higher salary deserving teachers are recognized and given an increase in salary this insures better teachers and better ervice under the present pres ent system lea teachers chers are graded as well as pupils teachers who are particularly adapt d or the primary work are placed in 11 tile the primary grades and those bet r fitted for gra grammar minar g grad ridi vork ire placed place A la in the grammar depart under the old eld system with 1 grades in the one room teachers were obliged to bar handle idle all classes of cu ildren whether they were adapted for uie the work vork are not this was an injustice to the teacher and a decided injustice e to the cr ildren in ill tile the graded school the teace teacher her di divides vides hei fire between two classes cl aces with a 30 dinue recitation period while in ue lie school she divides her reu recitation period thus it IS IP evident evi ilent that the children in the S i ded schools have the ad adv vanta e since the consolidation of weber county schools into one dis brict t seven of cf tile the old unsanitary buildings chere schools v e hem held have been abandoned and lie he children transferred to the larger 1 arger buildings where they receive sue tie benefits of grading well fitted roomy manly comfortable wf esons ons built for tile the purpose pass by the homes of th he e and convey them to the on time tardiness is dorle done away with in nearly ciery cery instance here tile the school has been closed the children are transported 0 to o the larger large school behot at a cost ot of about 33 35 a month 1110 rith and the service or of a 50 teacher is dispensed with the are distributed through the grades 1 in the larrer larger school without requiring any addition to tile the teaching force this Is a saving of 15 per in addition to a saving of 10 month for coal and janitor service during tile last year two modern five loom school buildings have been erected at a coat of about ecca aach ore one of these build buildings enss accommodates the children who forn lly attended five of the old schools one 0 of these beautiful structures la situated in hooper I and the other in plain city T INS institutes the superintendent and an 1 primary supervisor have direct charge chaise of the school work tile the schools are arc divided into two departments miss matilda peterson 1 has charge of the 11 c primary grades arid and mr peterson pete son directs the aramar grai grade work institute meetings are held hed once a month on oa the regular I 1 payday pay day once in tv two 0 o a general inc meeting eting is held where matters of general interest are discussed a and aid id once odee in two months department meetings are held where differ different eat phases of tile the school work is handled under the lie able direction of M iriss I 1 s peterson the primary woi voi k has become a special feature in the weber county public schools the construction st work and lie ho raffia work done under her supervision are certainly creditable school critics who viewed this work at the weber county fair last september praised it highly the schools throughout the county ire are in excellent condition we are delighted to be able to collect in part an all article that appeared in our editorial columns last week the subject was the failure of parents to properly the peace authorities in controlling their bos the parents of those little who got beer on the previous sunday and were caught met together and with the boys wednesday and the boys talked to in the presence of each other and the parents of the evil they were being led into our informant says and he is one ol of the officers they just lid did splendidly it we could li have a ve ih eliat I 1 a t kind hind ot of support in e eiery cry instance the p lobley would be halt half solved it is a tact fact that school teachers like any other workers are better adapted to some certain lines of I 1 the he profession than they are to others these teachers ale aie selected by a board of education they can be placed with especial regard to their atness some teachers do better in the primary department than others acme teachers can call teach in the ath grade who make mahe an utter failure of primary work some men are ex in the execution of works but cannot d direct it A good road su supervisor per is I 1 s not necessarily a good architect but both lines of cf work are arc necessary the remarks of sonic of our oar educators with whose v opinion v e c nrc re favored on the subject show how that this tact fact is ia becoming more and more apparent and it is only a question of time until it is taken into consideration in the employment ind and placing of teachers we believe we have called atten tion before to a practice indulged in by some soine of our young girls wh who 0 seem to be entirely footloose foot loose a nd fancy free so far as parental restraint is concerned we refer to girls girl a betins meeting and associating with showmen and circus men who come to I 1 town tom entire strangers we can cannot not see how such things as this are permitted to go on because some of tile the girls 9 als who do this thing have parents who are highly respected in the community arid and must know that their children ire are not at ho homo me in the evening or during the night we are told by the city peace officers that it is not an unusual thins thing to meet these girls out after midnight walking around with strangers and there is little doubt that if they are still safe their safety is due to the vigilance ind and watchfulness of these same afi officers one week ago last saturday night tile the golden west amusement company which had held forth on the sluane two blocks wast of slain main street pulled up arid and left town iowa there was a go good ad zeal deal of noise nobee in that vicinity until quite early in the morning in fact so much that ti bat it kept neighbors awake a good part of the night wo we live light on oil ole ae street between liet veen alain and this square and we saw several girls promenading me ill up and down the sidewalk there as a late laic as 3 in the morning now the officers do all in their power to protect these girls but aio lie not thanked for it neither by them nor the parents and yet these same parents profess 0 to o be concerned about the welfare of their children the their ir cla claims ills do not seem consistent to of these facts and facts we ve know them to be while this Is a seel lamentable condition we cannot see 1 any help for it until parents take the interest in their children that they ought to take and that it seems natural they should take it if these girls have not been brought up in ill an aill atmosphere of love where that thai in fluence finance cabbe exercised to restrain them 0 c parents are to manic blame and 1 i rought these conditions into ii io aue lie family they should adopt sonic |
