montana montano had over there ther eare are from five to eleven set utah seeking homes ou on public lands to one in in either of the other territories why we should be retarded ret aided by so small public lands in that territory while in some of the other during the last two years have been appropriated forthe same pur pose As will be seen from the jetter letter of th the gen general era th there theres ereis ia a demand for or land in utah and band there are a great many people who want their lines determined determine di and andas as a matter of economy it would be an advantage to increase this appropriation foi surveying in that territory I 1 do not wish to draw any contrast between utah and the other territories in this respect but by hii an examination of the appropriations it will be found that utah territory has nob nol badone half as much appropriated alj for the tile survey of lands as some of the territories As the surveyor general says last latt year two territories into which there was comparatively little immigration had doubled the tbd amburt appropriated I 1 know railroad lands have to be surveyed in all the territories as much in utah though as in the others I 1 submit it would mould be to the advantage of the government to make a larger ap up for this territory I 1 I 1 scarcely think that thal the gentleman frda connecticut mr starkweather who has hai had this matter in handi handl hand j or the committee on appropriations itself as a whole can ob jeet to this amendment being made if the house Is willing to accept it for it is very vory clear that has ba s not had an equal proportion with the other territories I 1 do not think any of them have had tob much and it is not with this view that I 1 allude to the amounts they have received but beit to show the discrimination there has been made agai agal against ast utah mr starkweather ATHER As a member of the committee on appropriations to which this part ol 01 the bill was specially referred I 1 have bave personally no objection to this amendment the fact Is the delegates who are clever gentlemen came to the commit committed teo and each one wished an increase of the appropriation i for his particular territory the committee felt bound I 1 mut must say pay looking at the figures that utah las has has had as much appropriation pria tion in proportion to the amount of land surveyed as california about which we have had bad a talk a while ago for instance the whole amount surveyed in utah according to the figures I 1 have before me from the general land band office is a ores acres the amount settled as boun ty lands was acres and under the homestead law lank aeres acres these amounts are only about one ono fifth of the number of acres jil california that have been settled under the homestead and other acts and we give in thi corb than one fifth of what wo give to california it is true the amount is not large I 1 think the amoun twe have hitherto appropriated to utah is smaller than to some of the other territories still the committee felt bound after the bill was made up to authorize me to say that they thought substantial justice would bo ba
