edat at 10 am no particular cases bases were belore bedore 3 the courty court and after a few cases of law motions the grand jury appeared and by their foreman presented the following reports of the prisons in this district I 1 Gent gentleman lemm of the grand jury we tho the undersigned undersigner under signed committee having been appointed to visit tile the county jail at provo city utah territory and find it in the following condition there is one pas F age sage way running east and west six sic six sic feet twide wide by fifteen long with iron g rating grating door and an outside heavy batten door on the cast and window for ventilation about three feet high and one foot wide with shutter to against storm and one stove in p poor 0 or condit condition with conditions ioni loni rock floor on the borth north is s ene one room for the use of prisoners through the dawit day it is fifteen by t welve twelve ith three ventilators rs three feet by on with iron grating about six and a i half feet above the floor floor is ia all rock flag about the level of the outside ground which is a very good room dooin on the south is three cells one seven and und eight twelfths feet long by four and five twelfths with no ventilation only one four inch square hole liole and no light comes in said cells with solid rock walls about two feet in thickness between each cell and open iron grating doors a little orno ventilation ti in them and no bunks the bedding is laid on a rock floor and said floor will not add any to the comfort of the prisoners we ve do believe these cells calls are kept free from all body lice but mice we are informed are by the hundreds treatment of the prisoners Js is as follows they have bread butter butterf meat and tea lea and potatoes and all they want as far as necessary can be obtained by the sherif sherlf and we do think that the said sheriff treats the prisoners in a gentlemanly wa way 1 Y said bar dir rogers sherl sheri fr says that lie has of sanpete San pete 3 11 millard illard and juab countie shaving given the jails a thorough inspection and inquired into the treatment of prisoners prisoner when wilen in inAus custody tody mantl jail sanpete county bounty was visited by henry henly N larter saul norman and harrison edwards on october pound found the present jail filled almost with building material lime etc front room toom I 1 is s 16 by 21 feet well ventilated by two twenty light windows walls walis are 21 si 21 2 thick of rock iron bars across the windows plank floor this is for the use of the prisoners through the day and at tbt they Y re apt lpt into calisi cells celis these cells three 1 in I 1 umber number are e six feet wide 12 feet long 9 feet high with 3 inch plank thoroughly doweled toweled together a and nd fastened strongly to the r rock ock work good solid doors of the same material three feet above the level of the ground and the prisoners are kept from all ali damp and good bunks with good bedding worth 40 the present faro lamo is good and all prisoners 1 l 0 ners are treated well furnished W with 1 I 1 writing materials and books to read fead the new jail is of the same size bull built t of red rock block work with two large windows fronting east four feet from the ground the large roon is 10 by bv 21 and 10 feet high the cells cell are 6 by 12 and 10 feet high with a good ventilation running through north and ana south gouth small smail spouts running through the walls walis of the tile cells to urinate in by this method will keep said mid cells from so much stench theae these cells are to be lined with 3 inch red pine wood stron strod strongly gly doweled toweled together the sleepers floor are one orte fiot V abbye aboyo the tho level with rock fitted in a compact way and grouted with cement then a a floor of 3 inch red pine with bunks burksi a baid 24 feet square 12 feel feet high ol of rock block work will be bull built t for the benefit 0 of f the prisoners so they can have the benefit of the the sun the doors of the cells are to be iron prating made in chicago also a room is in progression for ton theja the jailor llor ilor when completed don gon we think it will be a very good strong and healthy jail and will pass inspection the got ot a good comp complement complete leme u t of irons and aird fastenings of all description that is necessary splendid 1874 the jail for present u use be is under the state house fourre four feet jeet et below the surface with a four foot window with iron grating crating of I 1 round iron no glass or shutter the cell is ail all 11 hockabout rock about twelve feet square rock floor and liable to be ve very ry damp no bunk and not very safe cafe in fact it is like the state hoube house getting dilapidated and not fit nor safe for tha the new jail is under the court house there is ii three cells 9 by 9 and seven feet high rock sides hides and floor with sheet iron fron overhead over oven head iron 1 1 1 grating doors are to be U no 1 large rge roo room m rid ild nd iid th three ree fee below the surface cooki i quite quile damp da mp and in fact bactin I 1 ti our opinion we th in N it atia is not a 4 fit ht place to put prisoners in on account of too much damine saud sand too much confinement in fact we the committee have condemned the jail jall all the sherife is much of a gentlemen and does all he can for the benefit of those who have changeover char charge geover over them and bad tion this jail jall is in an unfinished condition Yi visiting nephi jail on the day of october we found it situated edund under erthe the court house thatis that is in erection they have one large room 33 by 21 with t two W 0 windows window S for ventilation 9 feet from ground 2 feet long by 11 1 with grating in tho the cells are three in number 7 by 9 feet with arching roof all rock I 1 about eight feet high in the centre and near six feet at the sides there is a small hole in the centre of the arch for ventilation but when thet tha floor is laid all ventilation is diron grating bools prisoners fare is good no bu bunks n ks walls walis sare saro are two feet thick all r ock rock and rock kocl floor and six or seven feet below the flie surface it isa is a very unhealthy place blace in fact we the un der signed consider it A ii no jail but a thorough dungeon and not a fit place lace to P put u t men in in and we condemned t the h e same when the covering or floor is over the large roo room ll 11 1 it will cut ont onn on molo moio more light and less ventilation the cells are entirely without
