Show the new post office law the tho following are the material parts of the no new now w post office law as affecting the interests of the general public prepayment SECTION 5 that on and after the tho day of january 1875 all ali newspapers and periodical publications mailed from a known office of publication or ne news w s agency and addressed to regular subscribers subscribe ra or news age agents r its postage shall be charged at the tile following rates on newspapers and periodical publications issued weekly and oftener 2 cents a pound abound and fraction thereof less frequently 3 cents a pound nna ana and frae frat fraction tion thereof provided that nothing in this act s shall hall be held to change or amend section 99 of the act ned entitled an act to revise consolidate and amend the statutes relating to the post department approved june 8 1872 SEC 6 that on and after the first day of january 1875 upon upon ime uke the receipt of sueh buch newspapers and periodical publications publication sat at the tite office of mailing they sh shall shail all ali be weighed ha ii bulk and postage paid thereon by a special adhesive stamp to be devis ed edana and furnished by the thet postmaster general which shall be affixed to such matter pr th eback ebach esack containing the mameor same sam eor or upon a memorandum of such sueh mailing pr or otherwise as the postmaster general beneral may from rom time to time provide provide by regulation SEC 7 that newspapers one ond copy to each actual subscriber residing within the county where the s same ame are printed in whole or part and bubli published shed shall gy go free freo through the malls mails but the same rame shall not be delivered at letter carrier office offices s or distributed by car carl ca 1 biers unless postage is paid chervo thereon ri us as provided by iak law lak I 1 SEC 8 that all mattex matter of the third class referred to in section orthe act bu entitled titled f an tan act adt to revise consolidate and amend tho the statutes relating to the post office department approved june 8 1872 may weigh veigh not exceeding four pounds for nor each package thereof and postage shall be charged thereon at the rate of onel one cent for each two ounces or fraction thereof but nothing herein berela contained shall be held to change or amend section act adt SEC seo 0 9 that tho the postmaster general when in his judgment it shall be necessary may prescribe by regulation an affidavit in inform romi to be taken by by each p publisher 1 ubi isher of any aily newspaper or periodical period publication sent through the mails under onder the provisions of this act or news agent 0 who distributes any of jor such newspapers newspaper sor or periodical publications licati cat ions lons ons ong under the provisions provision sa of this act or lon employee of such publisher or news agent stating that he be will not send or knowingly permit to be senti sent through the mails any copy or copies coples is of such newspaper or periodical publications except to regular subscribers thereto or news agents without prepayment of the postage thereon at the rate of one cent for each each two ounces or fractional part thereof and if such publisher or news agent or employee of such publisher or news agent when required by the postmaster general or any special agent of the postoffice Post office department to make such affidavit shall refuse to do clo so and shall shail hereafter thereafter without having taken such affidavit d deposit e posit any newspapers in the mail for transmission he shall be deemed guilty of misdemeanor and on conviction shall be fined not exceeding one thousand dollars for each refusal fus and if any such person shall know knowingly bingly and wilfully mail any matter thit without hout the payment of postage posta gear geaT as provided by this act or procure the same to be done with the intent to avoid the prepayment of postage due thereon or if any postmaster or post office official shall knowingly permit any such matter tf 0 bo be anim maim 4 without the prepayment of I 1 adeas ras provided in this act and iu in violation of the provisions of the same sam lie he or th they thes shall be deemed quilty of misdemeanor mean and on conviction thereof shall be fined not more than one ond thousand dollars or imprisoned not exceeding one year or both in the discretion of bf the court |
