Streamline Utah Lawmaking voters can modernize and streamline our state’s lawmaking processes this fall by approving the first of Utah four amendments on the General Election Ballot Proposition No 1 has the official label of “Legislative Article Revision” It has been heartily endorsed for passage by both major political parties and their candidates and scores of responsible organizations and agencies The Standard-Examine- r is proud to add its endorsement to this growing list' because we feel approval of Amendment No 1 on Nov 7 would strengthen our state’s government Our opinions on the other three propositions on this year's ballot will be related in editorials in this space on the Sundays between now and election day As pointed out by the d Utah Foundation it is significant that the legal machinery establishing and operating our legislature uas the first constitutional topic to be considered for revision under the “Gatehighly-respecte- non-partisa- n way Amendment” This is the change made in the Constitution by Utah voters two years ago permitting the amendment of an entire article at one time instead of p'ccemccd as required previously Under the proposal Article VI of the Constitution would be amended in four separate areas: 1 Adding new sections to provide for an auditor responsible directly and solely to the Legislature authorizing the Legislature to retain legal counsel independent of the Attorney General and authorizing compensation for legislators serving on interim committees 2 Streamlining procedures to save time ami avoid confusion 3 Clarifying such things as residency qualifications and minimum age for members of the State House of Representatives and Senate 4 Eliminating obsolete material All of these changes are good But w e are particularly thrilled about the potential benefits of the revisions made in the first of those four areas As pointed out by the Constitutional Revision Committee the Lealslature is by Constitutional directive the watchdog of the public purse Yet the Utah lawmakers have never been able to secure an audit of the spending of public funds except through the oftice of state auditor This means the executive branch checks its own bookkeeping — a violation in theory if not of practice of the guarantee of separation of the executive and legislative branches of government The procedural changes should be the easiest for voters to accept especially for anyone who has attended a legislative session The main innovation would be permission to read bills three times by title instead of in full as now is—
