candidates or the victorious party office seek seeking in ir baljo being one of the most unpopular and disgusting things to which men can turn their attention in this territory and the incumbency of what few offices there are in he the gift ift oe of the legislative assembly being a tax upon instead of a source of profit to the recipients or those thus honored lee leg legislators legisla ors with tew few exceptions enjoy an immunity from ise the importunities and assaults of such hungry swarms of beings eings as in other territories and states usually gather at the capital on the eve of f sessions and do not from thence depart boi soi so an iong long as there is a ray rat of hope left of their obtaining I 1 something 0 from the public crib to thiel sit ate their longing desires for tor such lucre this thia is alo algo aio a poor country for tor the obtainment ol 01 private franchises toll roads toll bridges ferries and other exclusive privileges are not ve very ry popular nor paying institutions neither cen can au they often be obtained ly by asking the lawmaking department for them alf all these things combined contribute to produce a quiet and peaceful ut blate elate of things at the seat of government in nt not only while the members are assembling beings and the wheels of legislation are being put pet in motion by effecting perma permanent nent neut organization za tion during the sei ser sessions A few of the members of the present legislature b from distant counties arrived the fore P part art of last week but a majority of them dij did I 1 I 1 not reach the city until saturday their arrival I 1 created no sensation whatever beyond ohe the cordial greeting or of old friends and acquaintances quain on monday forenoon shortly after eleven the members and a few I 1 of the aspirants for or the positions of secreta at arms messengers meb mes lengen sengen and firemen or foremen as generally erroneously eallen were seen wending D their way leisurely towards the county court house where the last fast session was held and to which place at aa ita close an adjournment was taken to convene again on the second Mond monday ayin in december 1862 at twelve at noon at which hour the members assembled in their respective halls balla and proceeded to take the usual initiatory steps to effect an organ bation preparatory to entering upon the duties devolving upon them as the representatives of the toye tove reign people in the council chamber the roll was called by ivy patrick lynch esq former assistant secretary every member answering to his 1 name ame vi ith two or three exceptions hon iron orson hyde was elected presie presle president ent pro tem tern elder eider joseph yun young former chaplain offered payer prayer after hibb which hon iron daniel 11 prepared for that body in the state house housep at three pm on tuesday i the ile representatives elect on assembling 11 were wore called to order by B R L campbell esq former assistant clerk when lion iron john taylor was elected speaker and thomas bullock clerk pro tim on motion the speaker pro tem tim appointed a committee consisting of bles sirs rockwood and pratt to examine the credentials brown foreman and elder W W phelps chaplain to whom individually chief justice kinney administered the requisite oath 1 A message a was recel received ved from the council announcing 11 that that branch of the legisla tive live assembly bad completed their tion and were ready to proceed to business 1 and subsequently another message was rei cei cel celled ed informing the house that the council had passed a re resolution s alution adjourning the legislative I 1 assembly to the state house rouse which was concurred in unanimously A committee was appointed by the speaker c cn of Aless bless rs farr and woolley to wait upon ilia his Excel excellency ency the governor in conjunction I 1 with a like committee from the coun couo j cil 10 0 o inform is form him aim of the organization of the legislative assembly and that they were ready to receive any communication he might be pleased to make and thereupon the house I 1 a journea jour ned to meet in the state house on day at three pm on tu tuesday aday both houses housey met pursuant to adjournment in the state house norse the standing committees were announced after which a joint session was held and E smith elected public
