Miss Santaquin Construction on Paysons 8th SouthRacetrack extension has been den layed until the completion of an intensive traffic analysis can now occur. Colleen Jacobson made a motion at last Wednesdays regular city council meeting involving a change in the layout of the phasing of projects that now gives the new ball fields precedence while putting off construction on the road in order to allow engineers time to perform an intensive traffic analysis study that may or may not determine its necessity. I just think we should have all the studies in place before the road goes through, Councilwoman Jacobson told The Payson Chronicle last week. If the studies say we have to have it, I will support it. The decision to delay the 8th South extension was made a day following its scheduled construction start date of April 15. Jacobsons motion passed following votes of approval from Councilman Max Roberts and Councilwoman Jan tanner, while Councilmen Burtis Bills and Brad Daley dissented. Councilwoman Tanner told the Chronicle last week that the council's decision to extend 8th South through the racetrack had not been aihmurily made. Consulting with citv engineers, she said, indicated a need for the road, South Interchange and particularly partly because of its connection to the because of growth. Estimates from Mountainiand Association of Governments' Internet website indicate that Payson's population could double to 30.000 by the year 2030. Councilwoman Tanner feels that this extension would be a wise mo' e providing more efficient travel for the present and increased future traffic needs. We need to think about moving people around, Tanner said. We are willine to ha e the studies done to confirm our feelings. Citing that he feels the impending traffic analysis is a good idea Councilman Bills told the Chronicle that his decision to vote against the motion was because he feels that more planning should go into the ball field project to achieve the best result possible in the long run. Designs Bills said ought to include baseball warm-u- p areas and perhaps additional facilities for other sports that could be played there. Payson City is using the same basic plans submitted several years ago in the unsuccessful Doug Young recreation proposal. The plans have been modified somewhat, according to City Engineer Glade Robbins. Other aspects involving landscaping, the possibility of adding trails, picnic tables, playground equipment, etc. should also be looked at closer, he noted, in order to attain a plan that might provide a multitude of benefits. Lets to it right, he said. The 8"1 South extension delay will occur throughout the upcoming final weeks that school is in session. With the 8th and Main intersections proximity to Payson High construction on the roundabout would have been difficult while school was in due to the heavier flow of traffic, according to Councilw oman Tanner.
