Good intentions often go astray, said Cannon, particularly when government bureaucrats are involved. In implementing the new Department of Health and Human Services regulations earlier this month, the Clinton Administration decided to crack down hard on home health care programs, and the results have been harsh. The most vivid impact of the new regulations has been on seniors who require blood samples to g be drawn for lab work. The loss of services for patients on certain venipuncture The new regulations severely restrict a doctors ability to send medications can be someone to the home of a senior to draw blood for needed lab tests. Thus, the real effect of the new Medicare regulations has been to punish frail and elderly recipients who depend upon this treatment. Though not the original intent of the provisions, this is a serious blow to such patients. Congressman Cannon has joined with several of his colleagues from both parties to protect g services for seniors. They are H.R. 3137, tire Medicare 1 Venipuncture Seniors Protection Act of 1998, which will put on hold for 8 months any Clinton Administration action to eliminate Medicare payments for venipuncture home health services. Also, this bill will require the Administration to submit a report to Congress on the impact of implementing Medicare reform proposals, with a special focus on the impact on rural areas. Cannon is pleased to report that these actions have already borne fruit. "Recently, the Department of Health and Human Services ordered home health care agencies to resume care for the elderly. That was the right thing to do. The alternatives to home venipuncture treatments forcing elderly patients to live out their years in nursing homes or in and out of emergency rooms simply because of a bureaucratic oversight, are intolerable. Im glad that the Clinton Administration seems now to agree," said Cannon. Cannon said it is unfortunate that such a mistake was made in the First place, and is for the calls letters from Utahans which and he grateful brought the issue to his attention. many d seniors," Cannon said.
