Show vElje Senator Garns statement on Korean airline incident Words are insufficient to adequately describe the outrage I feel at this vicious, reprehensible, act. I would only feel greater anger if the United States and the entire world community failed to hold the Soviet Union accountable for this attack, not only upon innocent and unarmed civilians, but upon the very foundations of civilized international behavior. Because American lives have been lost and because we are a part of the world community, the United States must do more than merely protest this latest example of the arrogance of Soviet power. Maybe we will finally recognize, as a nation, that the Soviet leaderhumaniship are not tarian people committed to living in harmony with the rest of mankind. However dramatic and tragic this incident is itself, it is also another of a long series of examples of Soviet aggression, including the invasion of Afghanistan, the aiding and abetting of terrorism throughout the world, the Polish oppression, and the constant export of revolution, which we and much of the world have all too long allowed the Soviets to continue without serious penalty. It is time we stand up together and refuse to be intimidated by this sort of behavior, and recognize the Soviet Union and its belligerent leadership as the threat to world peace that they are. 1 join those who have already called for an accounting by the Soviet Union of this reckless act. By that 1 do not mean excuses and explanations. 1 mean that they should bring those responsible for this travesty to justice for this criminal act of mass murder. 1 mean that we should press for immediate sanctions against the Soviet Union through the United Nations, including restrictions on trade and cultural exchanges, restrictions on Soviet commercial air travel, and restitution for the loss of lives and property. Pending the outcome of those efforts, and in the event the U.N. fails to act, 1 believe the United States should take those actions immediately and unilaterally, and review all cold-blood- peace-lovin- g, Thursday, September 8, 1983, page 3 Japon (tjronirle 12th ward auction set - (fish pond, pony rides and more). The auction started back in 1954 Saturday, September 10th, is the annual auction for Payson 12th Ward. It is one of the biggest events of the year to raise budget and other monies. Everyone in the ward, both young and old, gets involved in some way. There will be lots of craft and clothing items, starting at 10 a.m. at the Relief Society sale and lots of items such as quilts of all sizes, bench swings, hay, silage and some calves that will be at the auction which starts at 12:00. There will be food for everyone and activities for the children aspects of our bilateral dealings. In view of the vast implications of this act, it is simply inconceivable to me that we can continue to do business as usual with a nation whose leadership is capable of such behavior. 1 have no doubt that the Soviet leadership was aware of this incident as it developed and is directly responsible for the outcome, on the basis of the evidence thus far available. No possible justification exists for the destruction of an unarmed civilian aircraft under these circumstances. 1 offer my deep and sincere condolences to all of those who have lost loved ones in this tragedy. Among those whose lives appear to have been lost in this incident is Congressman Larry McDonald of Georgia. 1 knew and worked with Congressman McDonald since we were both first elected in 1974. He was a member of the House Armed Services Committee and, as a result, we had worked together on a number of efforts to strengthen our nations defenses. Larry has always been an outspoken critic of Communism and Soviet totalitarianism and it is tragically ironic that he has apparently died at the hands of a system about whose dangers he constantly sought to warn his fellow citizens. and keeps getting bigger and better every year. The Transportation Commission decided to rebuild on the old road because of the importance of reestablishing this vital link. Crews are currently working to rebuild U.S. 6 on a new alignment. With one inch of precipitation measured for the first four days of September, the water year, which ends September 30, now stands at 27 inches. Last year, this same date, Payson had 24 inches. However, nine more inches followed in that month which boosted last water year to a 33 inches. Hopefully this will not happen again.
