For a month or more Ive been very smugly walking around telling people how mild Utah winters are, compared to Midwestern Ohios. Actually it has been very mild. There were times when I even forgot to put on a coat because it just didn't feel very cold. It has boen a mild winter and positively lovely. But all seems to have changed overnight. We got a little snow over the weekend but it really wasnt bad driving around on Monday because the roads had pretty much cleared in many areas. I figured we could enjoy all the loveliness of the pure w'hite blanket on the earth and not have to fight with the inconvenient aspects snow can bring. Oh how wrong I seem to have been, how very naive and wishful thinking in my attitude. Ive got to admit, Utah does have winter! Riyadh, Saudi Arabia Congressman Dan Marriott said Tuesday that the Soviet invasion of Afghanistan has strengthened ties between the United States and Saudi energy Arabia. In the Saudi capital of Riyadh on a tour with House Majority Leader Jim Wright and ten other House Members, Marriott met with Saudi King Khalid, Crown Prince Fahd, Foreign Minister Prince Saud, Oil Minister Yamani, and other officials. (The Saudis) are totally alarmed at the Soviet advancements in Afghanistan, reported Marriott, and its their feeling that the Soviets main objective is to take over Saudi Arabian oil. They think the Soviets will move against Pakistan and Iran next, and urged us to make full commitments to protect those countries against Soviet infiltration. Marriott said the U.S. Congressional delegation assured the government officials that the U.S. would stand firm Our against Soviet aggression in those countries. relationship with Saudi Arabia is as strong as it has ever been. Were not providing military training programs. We have F5s, F5Es, and Fl5s stationed here. Were developing a relationship with Saudi Arabia that is very important, he observed. Marriott also said he and the other American Congressmen assured that America would continue to conserve oil and ease the pressure on Saudi Arabia to export to the United States. We get more oil from Saudi Arabia than any other OPEC country, Marriott stated, and they have continually acted in our favor when additional supplies were needed. When other OPEC countries were raising their price to well over $30 dollars a barrel, Saudi Arabia remained under $24 dollars a barrel. In order to offset our loss of oil from Iran, continued the Utahn, Saudi Arabia increased their oil output by a million barrels a day when their economic situation said that wasnt necessary. They have proved their friendship with the United States. Marriott said Saudi Arabia now produces up to 9.5 million barrels a day. Their internal experts have said they can raise all the money they need by producing only 7 million barrels of oil a day. They would be happy to see the United States cut back its oil consumption drastically and produce alternative forms of domestic energy, said Marriott. In the long run that would benefit both the United States and oil producing countries like Saudi Arabia. The' Persian Gulf is extremely Marriott, concluded, critical to the United States, as is the Red Sea and the Gulf of Edam. The Saudis sit in a bad position with countries possible susceptible to Soviet infludence on all sides: Iraq and Iran on the north, Pakistan and Marxist South Yemenon the east, and Ethiopia to the south. Theyre virtually in a box and need our support very much. Marriott, a Member of the House Interior Energy and Environment Subcommittee, was selected for the trip by House Minority Leader John Rhodes and said the trip has been extremely valuable in terms of Americas energy supply and Mid-Eaforeign policy. As we return and continue to strive for energy independence in America, the perspective we gain here will prove to be invaluable, he said. It still doesnt quite compare to Midwestern winters though. Back there one element seems to always be present in all of its bone chilling fierceness. It gets SO cold! Now it hasnt gotten that cold yet around here and I hope we never have to experience that dubious honor. I can remember one winter when for the 31 days in January the outside thermometer never got above zero. Thats right ZERO! The coldest I went out in, like an idiot, was 22 degrees BELOW zero. Did you know that skin can freeze in minutes at that temperature? Its true, so all you could do was bundle up as much as possible and make a dash for it. So folks, we really dont have it so bad. Ill try to remember those words when I get stuck - I must admit it could still happen, in Utah even. I guess the best thing we can do is to try and look at it philosophically and say how pretty it is, how it covers up all of the ugliness, and how it means more water during the hot summer months. I guess it is a blessing - now if I could only get my car out of the driveway. Write - Soviet Aggression Cementing U.S. - Saudi Tees be happy By Lois Knulsen Ive got phone to shut out the silence. Democratic players, President Carter and Senator Kennedy, have to be considered pros in the health care game with Kennedy having somewhat greater skill than the President. The junior Senator from Massachusetts will drag out his very expensive version of National Health Insurance, an issue he has been riding for the past ten years, and the President will revive mandatory hospital cost containment in an effort to woo voters. Both issues have been debated and defeated by a more conservative Congress, but the appeal to the strong liberal faction of their party will breathe life into the issues. Chances are Congress will get another chance to impose mandatory wage and price controls on the hospital industry while Kennedy will have to be satisfied with a version of "catastrophic health insurance in lieu of a universal, all encompassing, health insurance proposal. The bill proposed a program of reimbursement to health care providers for any expense above the maximum threshold set for payers. On the Republican side, all candidates have to be considered amateurs in the health care game. All may be expected to support a version of "catastrophic health insurance but something less expensive than Sen. Longs proposal. In addition, all of the G.O.P. candidates can be expected to reject Kennedy National Health Insurance on the grounds that it is too expensive. Voters may even see a Republican version of health insurance which will provide coverage for the 9 to 10 percent of the population which currently doesnt have adequate protection. Most of the Republicans will soundly reject mandatory hospital cost containment and its wage and price controls. The common line will be that such action would be discriminatory against one industry which has been adversely affected by inflation, out of control under the current administration. And there you have it. National Care proposals and promises as seen by health care professionals for the coming political year.
