There are actually dishonest methods used to beat the small subcontractors out of their pay, yet it somehow seems to be legal. One can enter almost any war surplus store and look around at the multitudes of good useable items that surely would be in daily use in some of the armed services. You wcfuld have a hard time telling whether you were in a war surplus store or an armed services quartermasters area.
