After a lovely meeting, an open house was held in her honor at the home of her parents, sioners of Salt Lake County, Utah, created Special Improvement District Number 3 of said county, comprising the territory described in said resolution, which resolution was published in the Valley View News on December 21, 1960. Said resolution as published omitted from the body thereof, but listed in a supplement immediately following the resolution, the descriptions of and amounts of proposed assesments against 82 lots proposed to be assessed. On January 23, 1961, a hearing was held for the purpose of receiving objections to the creation of the district, the making of the improvements proposed to be made therein, and arguments relating to the benefits accruing to any tract, block, lot, or parcel of land therein and the amount proposed to be assessed against the same. Such hearing was recessed to 10 o'clock A.M. on February 1, 1961, and at such recessed hearing will be recessed again to 10:30 o'clock A.M. on March 8, 1961, in Room 206 of the City and County Building in Salt Lake City. At either such recessed hearing any interested person will be heard and any owner of property proposed to be assessed will be heard on the questions of whether his property will be benefited by the proposed improvement to the amount of the proposed assessment against his property and whether such amount constitutes more than his proper proportionate share of the total cost of the improvement. The improvement proposed in said district is the construction of concrete sidewalks along streets therein, as were particularly set forth in said resolution of November, 30, 1960, the estimated cost of which is $566,603.06. Appropriate notice shall also be mailed to the last known address of the owner of each of the 82 lots of land hereinabove set forth, which address shall be that la$t appearing on the real property assessment rolls of Salt Lake County. Such publication and such mailing shall be made at least thirty (36) days prior to the date above fixed for the second recessed hearing, j Section 10.
