BOND ISSUE SEPT. 29 An ample supply of pure water is one of our most precious material assets. Next to the air we breath it is probably the least expensive. The extremely heavy growth within the boundaries of the Salt Lake County Water Conservancy District is producing a critical shortage of water supply. We must immediately extend the water system. Your district directors had planned on further expansion of your water system in 1961, but the unexpectedly heavy increase in building activity now makes necessary the acquisition of additional water and the installation of additional water supply lines as quickly as can be done. OTHERWISE, A PROGRAM OF WATER RATIONING WILL BE THE ALTERNATIVE! the water is occasionally cloudy and has a somewhat disagreeable taste. This happens most frequently during rainy weather and during high spring runoffs. As to the Deer Creek water, this will be remedied by the treatment plant now under construction. If the District has sufficient wells it can shut off and bypass any unsatisfactory sources. The bond issue will relieve this situation entirely. You can be sure that these bonds will not increase your taxes. The law will not permit any increase in the tax levy above the one mill already pledged and levied. The income from the sale of water will pay for the bonds. This one mill levy was pledged in 1952 to assist in payment of the very first bond issue authorized in the District, and the one mill levy has been made since that time. We believe the past record of the Conservancy District merits The bonds will not increase your water rates. In most instances the your 100 per cent support. There are now some areas where District sells water on a wholesale basis to existing cities, towns and water districts, which in turn furnish water to you directly. The District also in some areas sells water directly to the consumer. However, based on present rates, is adequate to service and pay these bonds and all other bonds now outstanding. The issuance of the bond will not require any increase in water rates. The new lines installed by the bond funds will bring new customers and greatly increased income sufficient to pay the new bonds. No city, town or unincorporated area could have financed or constructed the project. Without the water supply and vater distribution lines of the Conservancy District, the growth we have experienced could never have happened. The overall water supply and water rights acquired by the Conservancy District, together with the installation of major water supply trunk lines over the entire Conservancy District area, have until the present time brought an ample supply of water. The now proposed water supply and water line ex-- , pansion assures the property owners in the District of ample water for the future. The income history of the District has been excellent better than anyone could have expected. Last year, for example, the District had an income over and above all costs of operation of $215,232.00. Since the District was organized in the fall of 1951 it has been able to install nearly 150 miles of pipeline and has acquired water in sufficient quantities to fill this extensive pipeline system to full capacity. The District is owned by you, the property owners. It is managed by a Board of Directors, each of whom is a property owner, and a prominent civic leader residing in the district he represents. They are as follows: Horace T. Godfrey, chairman, Union area; Noal C. Bateman, Sandy area; Estel L. Wright, Granger-Hunte- r and Chesterfield areas: James H. C.
