with Commissioner Edward T Saunders concluding that “It will be necessary for the department to exercise more freely its right to discontinue water service on delinquent accounts and notes” PROGRESS RECOGNIZED The report credits the department with having made “substantial progress’? during the last two years in settling delinquent accounts and that much work was done in tracing down old accounts to find if they were still collectible Many of them were found to be uncollectible but data relating to them is now available hi the deJ partment’s files “We urgently recommend that these accounts together with the explanatory data be submitted to the commissioners with the recommendation they be charged off” the auditors suggested The report also observed that the waterworks department is still giving money to the generalMund a procedure now illegal under city ordinance A transfer of $25000 “without any intention of repayment” was made under advice of legal counsel that the ordinance does not apply to waterworks profits earned prior to adoption of the ordinance NOTHING IRREGULAR The auditors made no outstanding recommendations In other departments of the city and nowhere were irregularities found In the general fund it notes that actual revenues exceeded the amount anticipated in the budget and that expenditures in 1936 were below budgetary appropriations The difference between receipts and expenses thus improved the general fund by $3302879 Only six items in the budget were overexpended and only two of these—the mayor’s office and assessment and collection of taxes — FIRE Big savings were made in $50000 appropriated to city and county building construction and $25000 to a municipal bus system both of which remained intact at the end of the year WATER PROFITS The
