Show H 1 1 1 ril rii mil the ta e ae resolutions s 0 i iulio ns amon among th the e many and schemes su sug geste gestel I 1 by members of congress congress and others for the adjustment of existing difficulties and for the preservation ov of the union the most noted is that brought in iw the senate on the ad of january by ty mr crittenden of kentucky embodied in the following resolutions ift whereas the union is in danger and it is difficult if not impossible for congress to concur by the requisite majority so as to ena ble it to take such measures to recommend the states such amendments to the constitution as are necessary to avert the danger 0 whereas in so great an emergency the opinion ion lon an ani ani 1 judgment of the people ought to be heard therefore resolved that provision be made b by law without delay for taking the se sense se of f ta the e people and submitting to them the following resolution ol whereas alarming dissensions have arisen between the thet northern and southern states as I 1 to the n rights gats of the common territory of the united states and it is eminently desirable and proper that the dissensions be settled by the constitutional which justice to all sections and thereby restore peace therefore resolved that by the senate and house honse oi of representatives the following article be proposed and submitted as an amendment to the Constitution which shail shall be valid as part of the constitution when ratified by the convention ti on of three fourths of the people of the states i first in lif all the territories now or hereafter acquired north of latitude 30 deg 30 min slavery or involuntary servitude except for the puhi puhl 1 emment for crime is prohibited while in all the territory bouth south of that latitude slavery is hereby recognized as existing and hall shall not be interfered with by congress but shall be protected as property by ail departments of the territorial government during its continuance all the territory north or 11 south bouth 0 util of said line within such boundaries as congress gre may prescribe when it contains a population necessary for a member of congress with a republican form of government shall be admitted into the union on an equality with the original states with or without slavery as the constitution of the state shall pre scribe second con congress ress shall bhail have no power lo 10 abolish slavery slaver in the states permitting slavery I 1 third th rd congress shall have rio no power to ab abolish olih slavery inthe in the district of columbia while it exists in virginia and maryland or either nor shall congress at anytime prohibit the officers of the government or members 0 of congress whose duties require them to live 1 in the district of columbia from bringing slaves there or holding them as such dourth fourth congress shall have no power to hinder the transportation of slaves from one state to another whether by land navigable I 1 rivers or sea I 1 fifth congress shall have power by law to pay an owner who shall apply the full value for a fugitive clave elave in all cases when the marshal is prevented from disc discharging bargi bargl n g hib his d duty t by force or rescue made after arrest L in a afa aft 1 such cases the owner shall have power to sue the county in which tiie tile violence or rescue wa was made mada and anc the co anty shall have the right to sue the ther individuals s who committed the wrong in the same manner as the owner could sue cue sixth no further amendment or amendments sal shall shail affect the preceding articles and congress shall n ever never have power to interfere with slavery slav eryin in the states eit elt is now permitted the last resolution declares that the southern states have a right to tle the faithful execl execution tio n of the law for the reco recovery vety of slaves and such laws ought not to be repealed or mod modified so aa as to impair their efficiency all laws in conflict with the fugitive slave law it shall not be deemed improper for congress to ask the repeal of the fugitive slave siave law ought to be so a altered as to make the fee of the commissioner equal whether he decides for pr or against the claimant and th the e clause authorizing the person holding the warrant to summon a posse comitatus domita comita ies ius to be so as to restrict it tomases to caseb cases where violence or rescue is attempted the laws for the suppression of the african slave trade ough tto be bi effectually executed |
