There are two good reasons One is that the transition' from the existing system of relief cannot be made suddenly and' universally but has to be made gradually in each locality At present some of the needy unemployed are receiving cash doles others are working two or three days a week at a high rate of i wages for a very small weekly pay on rather low grade and not very To reorganize useful projects this system by setting up better projects selecting the men fit to work on them providing' them with tools materials and managers - is a task that will take time It will have to be worked out In detail in thousands of localities under thousands of dif- -' i fering circumstances It obvious- adminly cannot be istrative discretion Besides this technical reason for asking for a blank check and blanket powers there Is a political reason If the administration were able which it is not to furnish congress with a list of public works which It proposed to and with specifications as to what it proposed to spend it would precipitate a pork barrel debate of unparalleled complexity If this money is to be spent with ' reasonable efficiency to relieve unemployment it cannot be allocated by congress by the method done-withou- be acknowledged Then these responsible officials should producefollowing the general terms of the president's message a more detailed set of standards which they propose to follow in deciding what kind of public work they wiU approve They cannot and I think should not furnish a list of projects but they should furnish a satisfactory understanding of the method they will use in making up the list of their projects If they do not know that now they ought to find it out before this congress adjourns I do not know whether these two things would satisfy congress and the country but they would go a long way toward creating confidence The country would like to follow the president but t i i March ' formulation of its standards cannot be decided upon in a "week It might take a month or two months Why not?
