Show THE OGDEN 14 OPINION-GIVE- Office Opened For Rural Rehabilitation Campaign Among Weber Residents N BY ATTORNEY ON GOURTEXPENSE Declares Juvenile System Is Primarily State LeRoy C Function ERA The juvenile court system is primarily a state function the law expressly providing that the expenses of maintenance and operation are to be paid out of the general funds of the state Recording to an opinion handed to Mayor Harman W Peery today by City Attorney George S Barker Two years ago when the budget for the juvenile court was drastically reduced court officials turned to citles'and counties in their area for financial aid Weber county has been paying $500 a year to assist the Court here but Ogden city has thus far declined to appropriate any money or provide gasoline and oil lor probation officers" transporta9 tion r Attorney set Barker's opinion forth that the law "provides for the appointment of a commission to be known as the juvenile court and probation commission said commission to consist of the governor the attorney general and state superintendent of public instruction The commission shall' have general control over juvenile courts and probation officers including the power of fixing and paying salaries providing courtrooms and necessary equipment supplies and other incidentals The law further provides as follows: Funk In Charge of Headquarters In Building Explains Procedure of Putting Farmers "On Their Feet" ! Rural rehabilitation work is under way in Weber county LeRoy C Funk district supervisor has established headquarters in room 306 in the ERA building at Twenty-fourt- h street and Lincoln avenue Mr Funk says all clients for rehabilitation must be certified by a case worker of the social service division of the ERA This certification is accomplished by the case for worker filling out form NRR-2- b the applicant Farmers or rural people now on relief rolls are eligible for help under the relief program " f TO STOP EXHAUSTION In addition farmers who may be classed as near relief may be certified for rehabilitation Near relief clfents will be those clients who because of circumstances such as depression and drouth have exhaust: ed their resources in their attempt to care for themselves to a point where it will be impossible for them to start farming operations without some help Obviously it would be desirable for the government to aid these people now rather than for them to continue exhausting their resources so that it becomes neces"The expenses of such commis- sary for them to go on the relief sion and the cost of maintaining rolls of the county Mr Funk said said courts shall management set up worked out by the farmer and the supervisor showing the best possible combination of "practices for the particular farm The application is then presented to a county rural rehabilitation committee and upon approval is forwarded to the state office in Salt Lake City where It is again inspected from the farm management point of view and the advisability of making a loan If passed the loan is granted IN OTHER CITIES Weber county rural rehabilitation committee has not yet been appointed advises Mr Funk but will be named within the next few days County supervisors have also established headquarters in Logan where Jack Welch is in charge of the work and in Brigham Citywhere Mr Gibson is in charge and in Coalville where Mr Gardner is county supervisor for Morgan Summit and Rich counties District Supervisor Funk came here from Tooele He is a resident of Richmond Cache county and a graduate of Utah State Agricultural college and Iowa State college at Ames Iowa
