threatened bori hori of civil wari war nar and restoring reston ng to them the comforts of home with health peace and general prosperity the events which have transpired here within the last two years have excited great solicitude throughout the coun country and attracted public attention to this territory the president of ahe he united states in the exercise ise of his constitutional authority determined in the tae early part of last year to re or this territory by the appointment of new civil officers and at the same time he ordered a detachment of cf the army to this point to perform the ordinary military duties and to act as a military posse upon the requisition of the proper civil officer the general in in command of 0 this detachment received written orders designating his bis duties and forbidding him his officers or men to attack any body of citizens whatsoever what except upon requisition qu isi tion or in sheer self defence the president was in induced ducett to pursue pursur thia this course of action in consequence of reiterated statements made by men who bad lived in your midat and the seditious language used by some of your influential writers and ad public speakers in fit this connection it is proper I 1 should announce my opinion no that a large number of the inhabitants olo olt of utah tah tab participated t subsequent ly in positive acts of rebel rebellion lion ta against the federal government under these circumstances I 1 entered great salt lake city on the twelfth day of april 1858 and availed ml myself of every suitable occasion t to 0 noi not notify tf t f t tue inhabitants that I 1 required kincon unconditional d iriona hub nub submission to the laws that I 1 would sustain the civil officers in the proper performance of the their duties and maintain the public peace after a residence of some weeks among you I 1 announced to the government at washington that the disaffected portion of the community nit y had ad returned to their duty and would receive and obey the newly appointed civil officers subsequently the presidents proclamation of the oth april last was promulgate d it offered a full and free pardon to all who would submit to the authority of the federal government iner inet I 1 t by your acquiescence ce in the condi conditions conditio tio ns of this pardo pardon I 1 all political difficult difficulties ie s between the federal government and the people of utah are adjusted and I 1 trust that your future history will attest the sincerity of your professions fes of devotion to the constitution and to the laws the thi government of the territories has been characterized by certain individuals as a relic of barbarism and a system of oppre oppression salon these ca villers should remember that the patriots and sages whose memory they profess to revere not only achieved our independence and framed the constitution but inaus J also the system of territorial government a government of constitutional laws we must rely upon them for protection dail dall all ail communities of freemen possess an inherent inhered t ri right 1 I ht of revolution and self government but com communities like individuals have their periods of infancy and tutelage preceding those of matured strength and independent action when abuses exist in the government of a territory the true remedy consists in an 8 appeal p eal eai to the parent government for redress you ou complain that civil officers are sometimes unmindful that their offices we were re created for the benefit of the whole community and ard not exclusively for their owr but public opinion I 1 does not justify resistance to their authority on that account the maintenance of the army and the in incidental ci expenses attending its support the h e following I 1 c clause lause contained in in the proclamation of the president the the military force now in utah and hereafter to be sent there will not be withdrawn until the inhabitants of that territory shall ma manifest 1 a proper bense sense bense sense of the duty which they owe to this government in view of this clause claue e every honorable citizen of this territory must feel the presence of the army as a reproach upon his patriotism jt it therefore behooves you to avoid even the semblance of disloyalty forin your youn present condition it is not sufficient that thae you manifest a proper sense of that d duty uty which owe to the government but public opinion mastbe must be satisfied of your loyalty it would be unreasonable under existing circumstances to expect that the tran transient fransien sien slen t population now here will exercise aay ary influence to hasten the removal of the army a removal cout contrary to their pecuniary interests nor can you expect that they will undertake the task of veur vindication the public press and private correspondence will finally reveal the truth W with 1 th regard this must be a work work of timed and therefore I 1 believe that the detach ment ament odthe army now will enjoy your fine ates atey abid have ample time to perfect that discipline for which as a corps it fa fis evell even now greatly distinguished the jhb postmaster general has invited proposals for the transportation of your domestic mails and I 1 hope that the community will soon loon enjoy the benefits which will result there from rom government haa has recently established overland mail routes upon a most liberal basis this arrangement will furnish great greatly yi increased facilities for travel and correspondence between the Atlantic ito to the pacific states the successful operation of this great enterprise will produce an almost continuous ille lire ille of settlements tle ments extending across the continent and this now isolated territory territory will be brought into more familiar contact with other portions of the country to enable the people to be to some extent independent of 0 importations we should en courage domestic manufactures but an entire independence in such matters is neither practicable nor desirable social int intercourse er course and commercial exchanges are indispensable to true progress neither communities nor individuals can secure permanent prosperity or haap happiness iness in a condition of com complete lete isolation soon 0 n after my arrival in this p territory I 1 communicated to the secretary of war my views 11 in ri regard to the supposed practicability f navigating avi gating the waters of the yellowstone in alding AidIng its tributary the bighorn by the adoption of this route navigation might be established from the missouri river to a point not elcee exceeding ling four hundred from salt lake city I 1 also requested him to order a detachment from camp scott with in instructions to make a between Vin driver and abd confluence of the yellowstone with the missouri nils Alis sour 1 the acts of kindness extended by this people to the Inu indians laus ians who inhabit these valleys are creditable to td their own generosity and forbearance but they seem to have confair confirmed cited the indians in slothful and vicious habits and fostered a spirit of insubordination which prompts them occasionally to commit acts of of f violence against their bone benefactors factors the government has hag established indian farms in ibis country which it if considered as a means of inducing indians indiana to labor and produce the articles necessary for their subsistence se seem em to have been unsuccessful in accomplishing comp lishing those objects aid alid ard unless they call can DC e conducted differently in future it would be well for the indian department to purchase food for them rather than endeavor to induce them to cultivate the soil soll the indians must be fed the supply of game is already insufficient and they cannot subsist much longer upon the precarious aid received frem the hand of char charity ity I 1 will wil I 1 rail ball call cail your attention to certain recent occurrence occurred ices ai A brutal I 1 assault was committed by some indians in the vicinity of spanish folk upon ahe the persons of a woman and her child to u unable nabie the agent to make the arrests of the offenders it became necessary to resort to a military force and an indian not one of those charged with the of fence was unfortunately killed 1 I 1 be culprits were arrested and are now in confinement awaiting trial before th the tha second united states district court the dead bodies of two respectable citizens of millard county were found recently near the road to chicken creek supposed to have been killed to by I 1 tie tte indians indiana superintendent forney is how bow now low in the neighborhood of manti to investigate the affair and will endeavor to secure the persons of the murderers the verdict of the coroners jury in the cae is now in the bands of the ui united cited states district attorney who will prosecute the murderers when arrested I 1 cannot too strongly urge upon you the necessity of extending the benefit of common schools to eve every ry c child gilld in the territory and would becom recommend end the levying a general tax for the support of such schools on the proper education of its youth depends the prosperity and happiness of a community the statistical reports of the prisons in this and other countries show that the proportion of crime is in an inverse ratio to the amount of proper education rec received elved elvee I 1 would call your attention to providing means for enforcing the law relative to bridging the irrigating ditches across public highways c under present circumstances they are causes of serious inconvenience to travelers I 1 entertain the opinion that it has become indispensably necessary to provide for the building admire and commodious jail at 8 some bome om e point near the centre of population for the confinement of persons persona charged with criminal of fences and recommend a tax for defraying the exzenie expense of its construction As errors in the forms of le legislation 11 are liable to occur in all new territories riek I 1 would suggest the appointment of a committee to revise the acts acta and resolutions of the legislative assembly of with instructions to report to your next annual meeting or earlier if deemed expedient it is necessary i that you take early action in filling offices offic es vacant in the territory in conse quence of the parties elected having failed to be qualified and in other cases where e the offices have not been tilled holed there does not appear to have been any pro visions made de fraying the expenses of bf the courts when sitting an on Terri territorial territory tor business nor for the payment of
