Show hancs to officers while the acts of the legislative assembly of I 1 utah are it may not be amiss to give a few hints to officers appointed and commissioned under those acts in relation to the necessary qualifications of office it will be the duty of the attorney general of the territory before entering upon the duties of his office to take an oath of office and give bonds with security to lo be approved by the territorial secretary and filed in his office the territorial marshal is required to take an oath of office and give bonds with security to be approved by the territorial secretary in a sum not exceeding twenty thousand dollars it is required of each district attorney of the territory to qualify and file bonds in the same place and manner as the attorney general the probate judges are required to take an oath of office and file bonds with security to be approved by the clerk of the district court where they reside I 1 each notary public is required to take an oath of office and file bonds with security to be approved by the probate judge of the county in which he resides I 1 it is is not practicable at present to define the many duties of the various officers in the territory but among the first duties to be performed among them all are some that devolve upon the judges of probate the appointment of three select men in each county by the probate judge is important and should have immediate attention these select men are appointed until their places shall be filled by a genera cre election 2 and are required to take an oath of office and file bonds with security to be approved by the clerk of the probate C court ourt they will have control with the probate judge of the timber and water in their respective counties it is also the duty of probate judges to appoint in each of their respective counties an assessor and collector who shall take ake an oath of office and file bonds with security to be approved by the judge of probate it as is also the duty of the probate judge and select men to appoint a county treasurer this appointment will continue until the place be filled by abener al election he will give bonds with security to be approved by the court the appointment of this Ass sessor and collector will supercede supersede super cede thid the necessity of a territorial assessor the county assessor will collect both the territorial rit orial and county tax the territorial tax has been prescribed by the legislative assembly assembly Y and will be assessed atone at one per cent the county tax will be prescribed by the probate jud judge ge and select men and will not exceed one per cent in addition to these there will be a road tax assessed in each county to be also prescribed by the probate judge and select men and nox nat to exceed a half per cent the assessors and collectors should enter on oil their duties forth forthwith w ith the commissions of the officers appointed have been issued and forwarded and we would recommend that no delay is made in the fulfillment fulfilment of the duties devolving upon them As soon as the laws are printed a copy of them will be forwarded to each officer of the territory |
