had power to pass valid laws and their enactments are therefore valid third trat that these laws when appealed to I 1 have bave been used for the protection of life liberty antu antt property and for tor the main maln maintenance maintenon ce of law and order in the territory fourth that the election under which the tha sitting delegate delegated john W whitfield was held was in pursuance of valid law and should be regard regarded pd as a valid adalid election fifth that as said whitfield at said election received a large number of le leal leai al totes without without op opposition hsilin os submitted wb mUted 31 OLIVER the ile majority rity report Is a formidable document the following is a synon synopsis sif sis of its up contents the report shows that as soon as the bill to organize the territory of kansas passed a large larga rge number of the citi citizens jens of missouri went into the territory aud and held squatter meetings passed resolutions denouncing ests and declaring that slavery existed the therein rein in the autumn of 1854 a secret political society called the blue bine lodge was formed the plan of operations of which with its oaths ac are given in the report this 1113 lodge controlled all ail the subsequent movements and invasions on the part of the at the election novem november er for a delegate in congress there was no evidence of fraud except in sparsely settled and remote districts where citizens of missouri appeared app pared and yo d during the winter of o l SS great excitement existed in the territory on account of the invasion arid and much bitter feeling was manifested in february 1855 a census was taken and the number of legal voters was ascertained to be 2905 previous the election in the spring p of 1855 active preparations were made in mi missouri to invade the territory and a complete organization WH wa effected leaders were hosen tents provisions ammunition and arms distributed and tire forces were drilled in companies in missouri and on the day dby before the election it is testified at leat least five thousand took up the line of march for kansas and companies went imo mo every representative senta tive district of qt the territory tory fory except one from accurate and almost absolute proofs it appeared that of about votes cast at the election for mem members bers of the territorial riar legislature I 1 were
