Details of the expansion, recommended by William Knud-seOPM director, were not made puhlic, but it was expected that the Reconstruction Finance Corporation and other federal lending agencies would underwrite the major portion .of it that new steel pfants and additions to exist,Officiala hinted ing facilities involvedf would be scattered over various sections of the country. Almost all of the added capacity, they said, was needed to remedy capacity shortages in defense Industry or industries directly connected With the defense program. The Supply Priorities and Allocation Board, which approved the expansion yesterday, instructed the OPM to determine where it would be made and how to pay for it. It was understood the latter agency would submit its recommendations soon. Sometime ago, the OPM asked steel companies to prepare plans for expansion and these have been under study for weeks. Some of the proposals already have been submitted to " the TtFCT'and the Defense Plants Corporation. Officials explained th6 SPAB action was in line with the policy adopted two weeks ago of expanding production of all critical .materials. Present steel capacity amounts to 89,000,000 tonS Including about 3,000,000 tons represented by new facilities now under construction.
