Show ROADS it i i not good to experiment in ili state ru matters liters unless the necessity n be great or the utility evident one or of the foremost issues becore liel ore the people of tile the dear bear river valley today Is that of 0 better roads tile need ot of improved highways Is keenly felt by the residents on the N west est side ot of the river A care careful ful am ili impartial review of the conditions affecting f us here in box elder county count v as well in brigham Brig hain city and lie cast side as on the flats or west side will no doubt be appreciated the Movis fallow i lis lable labile will show tile the expenditure and roads in this county from 1900 to 1908 incle bite In arl 1900 SOO I 1 1 in ii 1901 I 1 in 1902 in 1903 in 1904 in 1905 1965 ln Su 1906 1006 in 1907 in ill 1908 I 1 it t will be seen for the last five 3 cars something like 2200 lias has been spent on the roads each year bear when then we consider that the present income of thi the coun county ty is about 60 per near ear we cannot but admire the wis lom born and impartiality of the county commissioners in looking after the needs of 0 the residence w who ho are depending on the roads to move their crops buic quickly K 4 and economically there is no doubt in the minds of many farmers of the dear bear river valley whether the commissioners have done their full duty in the matter of distributing county funds equitably for the benefit of the roads As lr ire fore indicated the ingeme of the county is about per an toura and the amount expended upon roads and bridges including rights ot of way reaches the grand total of 38 for the past five years the t records show thattie th atthe farmers on the west side ot of the river have haie received more in appropriations tor for roads and brad bridges es thin they have paid into th the treasury as taxes it would not be amiss to record jete ha TeViat ahat d during theral thy the te county has ha s collected collect eJ in fees feces fines J licenses etc ot of this sura sum the recorders deris office collected for filing and recording the sum of 3 collected ia melnea 35 in licenses on one halt half of salaries paid by state irate 12 miscellaneous collections these collect collections Jons amount to a little SO 50 per cent or of the sums spent in the same kame time on roads the necessary expenditures of the county are many among them are the courts court house salaries of officers elections paupers haupers pau pers etc the matter of court expenditures alone is great just recently a jury was drawn that cost the county and they were rl never vcr used at all but I 1 the county commissioners the custodians of the county funds had no alternative ter native they must pay the juror tor for his time and per them diem and mileage As to the payment of taxes the corporations of this county or in this county among which we might mention the railroads and the sugar factory pay a little over 50 per cent of all the taxes paid now it if a special road tax of ahrea mills could be levied it would gise ghe us per annum with which to prosecute a campaign of better building in other words a farmer with 30 acres ot of land taxed apon a i basis of 1000 per acre would pay as a special road tax A vehicle tax a most reasonable and just arrangement would add materially 10 theand the fund und ion would come from those directly ben emitted and who should according to ever every principle ot of justice bear the burden of such outlay A gr great at p portion of our taxes has been 11 spent t ln in opening up new roads putting in steel anil and wood bridges many thousands of fet ot of timber hasteen has been purchased for making cut cul aerts and strengthening bridges much money has been appropriated in grading ro roads ads and soula for dr draining aln roads thousands thousand of 0 c cubic feet feel of gravel ie requiring quiring an all se outlay of nimie money have been spread on tile lie niala main thoroughfares and few will deny that the benefits de I 1 hed lia li ive e lieen been at best but temporary the costlier cost per cubic yard yam for gravel lias has been bioni aiom 75 cents to in ill some eake eakes s it while in ili other places it lias has been hauled by tile he ton aio to you badt fied mr air per with tile hie methods of road building now in ili vogue tile the haphazard ampro OLL of tin tile countes coun tys money to build bits of loads licie and ami it if not then help belp to fo bleak bieak down hint old sentiment let us get an all appropriation pria tion tho the idea lias has been to get the appropriation it if it doc dors docs s any good all light but lets get it we lile haie got to oer overcome come that idia idea and supplant it with the lie idea of doing the aloit good to the greatest number let us look dm matter of scattered appropriations tons squarely in ili the face impartially as dwellers on t lie flats examine of the expenditures in the center of the valley there h has as been allowed in ampro intanious secured by petition and otherwise ie in around tremont tremonton Tre monton and in I 1 JC I 1 garland arland outside of the money spent ut play the respective town boards for I 1 continued on page tl GOOD ROADS continued from froin first pape page sand and gravel and grading from to yet with all the money spent we are still unable to travel those roads to say nothing of hauling loads over them something like has bas been spent in ill graveling the road from tre monton west to salt sall creek and still no road are about 30 road districts in box elder county with an aggregate of 0 about 1000 nilles miles of road suppose we should spend even the a mount of 0 a year in gravel I 1 oil these roads on the flat how long do 10 you yon think it would bre be before we I 1 should have a good road you know with the amount of ra rainfall all w we a 1 have ia e had this season and t the e in increased e re a sed travel that gravel alone will not bring results there must be something underneath to hold the gravel in in its place it ha has been brove proved d vy b y goye government le rit experts that a road one mile long by 12 feet wide can be built for approximately without the road tax this county could build and ballast a place piece 0 of road each year three miles long on ilow how long would it take at that rate to have a state road from Bri brighetti Brig harfi to garland and north with a road and vehicle tax the work could be ba done in halt time until the tanners farmers in this valley vallby conceive a personal pars onal and unselfish interest in iii the development of oe road building and the raising of the standard we will be about theio we ars are at the present time whenever au an appropriation is made the petition should he be accompanied hy by an offer from the district agree agreeing ng to duplicate the amount appropriated no matter how much it may bo be A whole lot of selfish selfishness ress must be overcome in order to make good roads damning the county commissioner about the roads will not bring there the re ce suits we wish let us do something to make the roads our roads A united effort the operation cooperation co of every individual is necessary to accomplish com the desired end every thing ahing should bedone th aliat at can be e clone to get state and federal aid the legislature is ses session ai on this
