Secy. Benson conferred here Monday with the President and reported drought conditions in 700 counties of 15 states. The request to the railroads followed shortly. The request for lower freight rates in drought areas followed a pattePn of last year when the carriers reduced rates for both hay and grain by 50 per cent. The White House pointed out 'after Secy. Benson's report that 1 the number of counties suffering from drought this year was almost double the 1953 total, but that drought conditions were generally less intense than last year.
