determine just how much of the means appropriated for the university is used for education of students of high school grade in answering our questions I 1 have decided to take lake at first the average cost in the state to educate the student of high school grade which is 45 per year students of high school grade have been enrolled and students of college grade the cost of students at 45 each Is using the whole appropriation and the interest won on the land fund all told as above given the cost of the college grade students would be one halt half of the which Is minus equal to 1274 GO on these based bases the cost ot of the college grade student per capita per year for the two years beginning july 1 1905 and ending july 1 1907 would be there are always some students as per previous report who do not continue to the end of the year but drop out from time to time which taken under consideration would increase the average cost per capita leaving out the buildings and permanent machinery and apparatus for which some of the appropriation was to be expended and has now been expended the cost per capita as thus calculated for college students would be much smaller again taking the salary as estimated in a former report to be per year and adding to this the cost of supplies printing fuel etc no doubt the cost per capita for high school students in the university would be shown to be considerable less than 45 and the cost per college student considerably more than figuring on the whole appropriation and interest from the land fund in calculating the cost per capita the summer school students numbering were not included again as it is well to state that the entrance about and the means obtained from salt lake city amounting to about ato to help maintain the training college I 1 respectfully submit the following the state appropriation to the college tor for buildings improvements equipment and general maintenance for or the two years july 1 1905 to june 30 1907 was of which one half Is available for the year just closing appropriation from the fe federal d government interest on land fund about total iol E excluding luding the summer school students b k eltse de t and deducting from the above income the amount expended tor for the experiment station the total cost per student is As indicated in my report to the commission of alay ath 7 it is impossible to accurately determine the actual cost per student ia the Ac college allege courses and ibe he preparatory or high school courses As shown on page 15 of the report above mentioned the rost cost ot idt instruction linshi tre per student in the collegiate courses Is and the high school courties courbes cour sies the pro rata cost per student for buildings in prove ments equipment and miscellaneous ous excluding summer school students it approximately 90 adding this amount to the cost per student in the collegiate courses makes the total cost 2 3 this however Is on the basis of college students including the graduates some of whom we were re instructors a and 1 devoted part of at their tbell time only to student work taking but one or two subjects it if those these students preparatory course except hi determining the amount expended per student for buildings equipment and miscellaneous items of maintenance 1 I believe the cost per pupil in the high schools of the state is for instruction st only I 1 have therefore omitted from consideration in estimating the cost of the students in the high school courses of the college the amount expended lor for buildings improvements prove ments and equipment furthermore ther more in considering this entire question the tact fact should be kept in mind that the distinctive technical work ot of the agricultural college in iii the high school courses Is of necessity much more expensive than the general era work comprising the erdl ordinary nary high school course this is du due e to the extra room an and d costly equipment required for the te chinal work and the higher salaries paid specialists in charge of the technical courses in connection with the estimates given herewith the commission may be interested in the following taken from a report ot of the secretary of the board of trustees june ath 1906 I 1 the average total cost per student per year from the time the college first opened in 1890 to date for buildings equipment and maintenance 11 II the average total cost to the state per student per year from 1890 to date lor for buildings equipment anti and maintenance Is for A painten ance and equipment only in this the bill buildings dings tor for expert experimental purposes are included of the students in the collegiate courses according to the report of the registrar received their preparation in the preparatory and high school courses of the college respectfully submitted W J KERR salt lake city june 14 1906 1906 in consequence of discrepancies in calculating the cost per capita in fit the university of utah and the agrical lural college ot of utah as compared by the two presidents the commission felt justified in assuming an independent basis and one more generally used in estimating the cost per capita of students ants of college grade the fo following ng Is submitted in a the university 1 high school studa students ants including all within first 3 years above esth grade 2 su summer school students of 1905 2 4 3 3 3 college students including all above high school grade total 1219 in the calculation on the rate per capita students or of the summer school are not counted since this runs but six weeks neither are the grade students counted because salt lake city pays for them these are the students in the training school and it if they were included and the appropriation pria tion from salt lake city placed place I 1 in the income in estimating the COE cost t per capita the result would be favorable to the university continued next week |
