Sumner J. Hatch, an attorney in Salt Lake City, notified the commission Wednesday he will prepare a legal suit against the city to test state and city ordinances in Third District Court. The laws declare that no person convicted of drunken driving can be issued beer or liquor consumption licenses. Mr. Hatch said he felt a number of tavern owners would be Effected by these laws if they were enforced. The attorney appeared as the commission was considering the case of Ralph Carr, operator of the Pioneer Club, 360 S. State. Mr. Carrs beer license was suspended by commission action last week, but a public hearing was scheduled for Wednesday to consider suspension of his liquor consumption license. The commission decided to await the outcome of a court test on the laws before proceeding further on Mr. Carrs case. Mr. Hatch told the commis sion he was representing an other tavern owner who hd been convicted of drunken driving and whose case was due to be heard by the Jack L. Hixson, son of Mr. and Mrs. Van L.
