The policy for drug testing circulated by the NAIA in July 1986 has been three main parts, according to a memo sent by Wallace Schwartz, the NAIA chief administrator. One is for each institution to submit a statement describing the educational program on substance abuse they wish to establish. ... ... fund-raisin- The second part is for the actual establishment of a drug education program which would describe the schools position on substance abuse as well as problems of the individual institution and how to address these problems. The third part requires each institution to 'implement a drug screening program. The NAIA policy stated it specifically used the word screening in place of testing to allow each school the flexibility to implement their own program. Fitzer said he was pleased with the philosophy statement passed by Westminsters Student Affairs Committee because it meets NAIA standards; at the same time it allows room to build a program which may be amended and made as effective as possible. Metcalf emphasized at the meeting that helping the student was the most important part of the prograhi. He feels it is necessary to educate students about drug abuse and to help them if they already have a problem. While athletes would be the only students required to participate in the program he said the educational part should be available to everyone. It is naive to just say no, he said. Fitzer does not feel the program will effect turnout from soccer players in the future. In the process of testing, most will be clean because of respect for themselves and for the sport, he said. Soccer has a better reputation than most sports, especially in this state where there is a lot of parental involvement beginning at an early age, he said. ' ' Fitzer also said, he did not think testing would bring up concerns of athletes because they were afraid of the outcome of the test itself but rather because they may feel personal rights are being violated. Participating in the program entails attending a series of workshops. Skills acquired outside of the classroom are documented by preparing a portfolio, which is then assessed by college faculty members for credit. Up to 45 semester hours of credit toward a bachelors degree can be earned for the learning documented in ones portfolio. In addition, one semester hour is given just for taking the class. Tuition for the class is $160, and an additional charge of $300 is made for evaluating the individuals portfolio for credit. The class runs for six weeks, and is offered four different times each semester, as well as during the summer," said Laurie Oberg Hadden, director. We try to schedule them on. According to Hadden, about 81 percent of the class participants actually turn in a portfolio, and she estimates she see3 an average of 30 portfolios per semester. ' Last year, 25 percent of the colleges graduates had been through the program. As you can see, the program does affect a lot of people, Hadden said. Linda Christensen, a prior learning participant, said the hardest thing about putting a portfolio together was showing what she actually learned, rather than what she did. Its easy to tell people what you did in different job situations, but much harder to explain what you learned, she said. Christensen was a student at Westminster back in 1970-7pursuing a nursing degree. After getting married, she took time off to raise a family and working various other jobs. I worked for a radio station, and helped run family-owned a business, she said. I decided I would come back to school and see if I could get credit for the learning I experienced from other sources, she said. Be sure to save everything, Christensen said.
