By tradition, limiting the debate is never practiced except by unanimous consent, so that Senator Tydings introduction of five hundred amendments to the revenue bill or occupying the Senate for several days hi one continued speech is not impossible, if he feels disposed to stand up against tbs public Opinion of his fellow members and of the country. If the senator from Delaware succeeds, the copper of the country will continue to languish and the revenue on imported copper w ill be lost to the country. As ba descended and mingled with the InV- -, habitants, fas waa told that food was very cheap and clothing could ba bought at half its usual pries, and ho figured to himself, "Whst a fortunate situation, for at such figures all will ho well fed and well elothedr T After visiting among friends, whom ha made easily, in tha larger houses and well-ke- pt garden u ha descended from the hills, Mr. Wiseman continued on into tho city. What wu his astonishment when ha v found in the smaller homes of Abe less far--' ored sections, strong men sitting In idleness' for work, . or returning from vain searching or gsthsrsd in groups discussing how they might find food. He saw children sickly for lack of nourishment, wearing cast-o- ff clothwomen told him they would aling. Sad-eymost rather die than go through another winter dependent on charity, with their men folk discouraged and desperate. Hr. Wiseman was horrified. 1 will seek the fields where nature makes men natural and keeps their minds sweet with 'contentment So into the valley he Journeyed and visited among the farmer. The orchards were in bloom. His eye passed over field after field of young alfalfa as the sun shone upon it and he thought to himself, "Here heaven has come down to earth." But tha mood of the farmers astonished him. Wa have had little water for two years," they told him. "In this tend of sunshine, water tor the ground is like heart's blood to the body. ;W face another year of scarcity, for our supply in the lake to the south is low. Not only will wo lick water for ourselves, but we may face lawsuits for taking more than our share. Our situation Is serious." The stranger was disturbed. He realized . that water makes food. He bad already found that food was necessary to feed the hungry. He knew too from his vivid observations that the hungry need work. He had already seen tha lake of fresh water lying betwegn the mountains to the south. "I have an idea," he exclaimed. "The same sun that makes your fields smile with promise draws up water from your reservoir lake. Why not lessen the lake surface, conserve the water, have plenty for your needs and avoid these troubles that threaten?" That is an old idea, answered the farmers. "See that white build mg far off on the hill? There m that capitol we have plans in detail for doing Just what you suggest, and not only eould we save water, but we could l reclaim thousands of acres of wonderful land from the bed of the lake, into which the fertility of the mountain sides hat been wash'd for centuries. By thi reclamation you would have new water, new land, new wealth, new work, new happiness. And yet you tell me that you have suffered two years.
