Today, with developers' new home prices bumping the $40,000 mark, it's a scarcity of money forcing a return to the home made home. Carbon County's building time limit puts a stumbling block in the way of this moneysaving individuality. A person trying to save $10,000 or more by building his own home finds it next to impossible to meet this short schedule. The County's policy of charging full permit price for six-mont- h each time extension adds unnecessary expense to people who can afford it least. What is needed is a revision of the law to either lower the extension fee or increase the building time. The County has argued that lengthening the building time keeps the building inspector on call longer, making his job tougher. The argument has two shortcomings. First, it is unfair to penalize home builders for the difficulty of the inspector's job. The government exists, or ought to exist, to serve the people, not its employees. Second, the inspector's job may not be more difficult at all. Buildings are inspected in stages concrete, framing, wiring and plumbing, and finished. Extending the building time doesn't necessarily mean more calls for the inspector, just more time between calls. Homes under construction are not eyesores. Their quick competion is not a matter of pressing public concern. The time factor affects quality. A man building his own home will understandably take longer to do the job to his satisfaction. The County should not stand in the way of individual home building as it now does through the six month time limit.
