Piled on top of this, the report states, is the fact that the local coal industry cannot find the qualified workers it needs fast enough to fill present openings and the fact that this situation will probably get worse before it gets better. The report summarizes these problems in noting that: there is an inadequately trained labor force to meet the demands of the expanding coal industry; inadequate water supplies and sewer facilities are impacting growth problems; housing in Carbon and Emery counties is becoming critical and this situation is being worsened by the fact that both Price and Helper have placed moratoriums on outside water hookups; changes are occurring so fast that it is nearly impossible to do any comprehensive planning. In response to the problems, the reports says the SEUEDD, will: help elected officials plan for and provide the needed facilities and services for the coming boom; provide elected officials with necessary budgeting projects and with help in securing loans and grants to make these projects possible; coordinate with state and federal agencies in planning and prioritizing projects; grant any assistance possible to the industry in the area in meeting commitments; develop a work plan for development in the area based primarily on the input from elected officials and citizens; work, where possible, with the College of Eastern. Utah in developing its mine training program; assist in the development of water resources in the district; help promote tourism; promote the PRICE, u; Bardolle, Ogden, corresponding secretary.
