That does not mean that this session to date has not been productive, on the contrary it has probably been one of the most effective and hard working in our history. Much has been accomplished, but the hardest part yet lies ahead of us. This next week will cut off introduction of new bills and more floor time will be spent on actual debate. ERA is still a popular topic of conversation and pressure for passage seems to be mounting, as our mail On that issue has increased tremendously. We dont hear too much from you folks at home on that issue though. If you do have strong feelings, we would appreciate hearing from you. Visitors from our area during the past week were Commissioner Gardell Snow, Messers A.G. Kinder and Phillip Jensen. Commissioner Gardell Snow met with Senator Bunnell and ReD Dmitrich and mvself and members of the State Agriculture-Wate- r Division to discuss future plans for the development of water needs in District. Hopefully some initial work the Ferron-Mudd- y can begin in that area in the next year. Mr. Kinder and Mr. Jensen were especially concerned about the projected closing of the Elementary school in Cleveland under the proposed consolidation program, we contacted the State Superintendent, Walter Talbot, who assured us that he felt that the Cleveland school could be exempted from that consolidation ruling for several reasons and would forward those reasons to us by mail. Representative Dmitrich, using excellent political strategy, was able to successfuly table HB 98 Big Game Hunting with Hand Guns, which in spite of the title prohibited the carrying of hand guns while hunting for big game. It is Rep Dmitrichs hope that he will be able to keep the bill tabled in Committee and bury it there. If you have additional comments on any legislative matter that you would like to draw our attention to, please list them on the following space or on a separate sheet and mail them to your representative at the following address: Mike Dmitrich: Rep. The physicians in the East Carbon area do not have Medical Society affiliations in the Carbon Medical Society and yet have a very active practice. Carbon County has a critical need for physicians. Should there be a reduction by one physician in the community the need for medical care would become alarming. The physicians in the area are actively recruiting physicians at their own expense to meet this need and despite such expense there have been no well qualified applications on file with the local Medical Society. It is with this letter that the Carbon County Medical Society appeals to the public to help us meet this need in obtaining more physicians. It should be noted that the average time per day a physician in Carbon County works is 16 to 18 hours. (This includes weekends.) The ratio is one doctor to 4,500 patients in the Carbon area. Ideally this should be one doctor to 1,000 patients. So you can see that we really do need help desperately. The person writing the letter saying the Medical Society resents new doctors is not only misinformed, but is doing his best to keep doctors away. Not only does such a misinformed letter doctor-patie- nt scare potential doctors away, but lends much in making established doctors in this area want to leave. Sincerely, Date Dear Representative G. In this coming week we must decide on a level of state school support and the news from Kennecott widens the gap of nearly fifteen million dollars between what Governor recomhas Rampton mended and the requests of the school people for funds for public education. I have received many school from letters teachers, particularly, and from state employees suggesting that we honor the plan of the Utah Educational Association to grant funds which would allow a total increase of nearly 16 percent in salaries and retirement benefits. While the rapidly increasing cost of living would seem to justify such an increase, the projected state revenues will not sustain such level of expenditure. They sidered 26 pieces of legislation with topics crease in state income tax and some revisions of the cigarette and mineral levies this legislature is not going to require the Utah Taxpayers for any larger contributions to State Government. We begin hearings tomorrow on a series of bills (SB 5,6,7 and Sjr 8) designed to revise the mineral tax laws of Utah and particularly to increase the revenue produced by the production of coal and other non metallic minerals. As I have reported previously the coal producers are well organized and prepared to present a strong case for an equitable tax policy as it applies to coal properties and production. Two of our new Carbon County citizens, Roger Markle of Valley Camp and Howard Bressler of McCulloch Oil are taking an active part in the negotiations. For the ladies from whom have received many letters both for and against the Equal Rights Amendment, I can now prophesy that this legislation will not survive a vote in the House of Representatives and that this amendment to the United States Constitution will not be ratified by the State of Utah. Thanks for the letters anyway. have access to information about specific bills which concern them in addition to the bills which are reported in the mass media because of their general interest. A legislative information can provide this service to the public. This session we have a public information officer and he is working hard to keep up on bills, committee meetings, and voting. This officer service has been greatly aided by a telephone which allows anyone in Utah to call him without charge for said Speaker information, Rencher. The number is (800 ) 662-535- Another bill which is on its way to the Senate for consideration involves farmland assessment. The bills basic intent is to promote the use of land for agriculture in Utah. We are concerned about tax exemptions for those who for land purchase speculation, but wish to protect the farmers of our said state, Speaker Rencher. Habitual criminals were the subject of a bill sponsored by T. Quentin Cannon Lake). The bill would allow the court to determine if a person is a habitual criminal after two convictions, sentences, and terms in prison for serious crimes. The person may be imprisoned for five years to life if he is determined to be a habitual criminal. (R-Sa- lt One of the bills which will be considered by the House in the fourth week involves a Utah Housing Finance It is an exciting concept which will help families build lly low and middle income families, said Speaker Rencher. The basic idea is for the agency to sell bonds and use the revenues for housing loans. The inAgency. homes-especia- low-intere- st centive to buy the bonds is that the income would be exempt from taxation. This allows lower interest rates on the housing loans, explained Speaker cher. If this agency is approved it could bring on a surge of new building in Utah. It would allow families to build homes who are presently out of the market because of high interest rates. All of this would not drain state funds, he said. Senator Gunn Congressman McKay today legislation which would disallow liquor advertising as a tax deduction. The Utah congressman said he hoped that such legislation would make it more difficult for the liquor industry to portray drinking as an attractive social habit and hopefully curb alcohol abuse. The Federal government spends $75 million a year to combat alcoholism, but the liquor industry spends $250 million in advertising to convince the public that drinking is associated with the good life, good times, romance, the great outdoors, etc., McKay said. Advertising for alcohol creates a distorted impression of the dangers of drinking, McKay argued. The total cost to the U.S. of alcoholism is estimated at $15 billion annually, McKay pointed out. Alcohol was a factor in over 25,000 of the 50,000 fatal auto accidents last year, he said, and figured in about of all homicides and a third of all suicides.
