It should now be apparent that ' the Johnson administration is history and potshots at what has transpired . 'certainly will pot enlarge or enhance the image of those who resort to these tactics. Rather they should concentrate in getting the house in order. It matters not who spilled the milk but by whom and how it is to be cleaned up or down or sideways. When the original announcement of --the increases in fees for grazing on mm public lands was made by the Depart-merits of Interior and Agriculture, the - - m about drugs resulting howl of protest could be heard as far away as Washington and evidently was. It seemed that the departments had made a study and with the approval of the Bureau of the Budget, posted a series of annual increases which would run the cost of operating on public lands to a rate that was more than double the present fee, in some cases. Livestock people were quick to protest. They were quick to point out that the new fee schedule and the study that prompted it hadnt taken into consideration the cost of acquiring the grazing permit. The permits are bought and sold both with ranches and without, and are even accepted as a legitimate cost of doing business by the Internal Revenue Service.
