(2) The support of local access roads which benefit only county residents by a tax on property outside of incorporated cities. (3) The requirement that all special improvements in the county, such as paving local access streets and the construction of curbs and gutters, be financed through special improvement districts as is now the case in cities. Other important local road and street topics discussed in the Utah Foundation report include: (1) The constitutional question regarding the legality of the states revenues sharing highway-use- r with local governments. (2) The encouragement of construction and improvement of local roads as opposed to spending mos Standard is exploring 40 countries to keep Americas oil reserves the highest in history it tent fflij to Jwr v Y &; - M,-s- - .vOAik)f, i ' 1 Wl: i : VJ 'I H I of the available road moneys for maintenance. (3) The. lack of engineering! data regarding local road needs and the difficulty of determining whether local governments at present are receiving too little or too much as their share of available revenue. (4) The possibility of adding a fourth factor vehicle travel to the allocation formula for distrib-- 1 uting slate aid to local governments. Such distribution is now based upon population, road mileage, and land area. highway-use- r Paid Advertisement Carbon County Voters Eye Special Election (or Purpose is a of Raising Tax Levy The School Boards special election called tentatively for April 24 Many Sided Thing. Why tentatively set? Why not set for April 24. It is very doubtful if the voters of Carbon county will approve a bond issue that would give the present board additional money. The alternative to the bond issue that the Board has threatened the voters with is: to crowd classrooms and cut down on the number of teachers required." That seems a very foolish threat because we dont have to accept that alternative: We dont have to lay off teachers and crowd class-- 1 rooms. That is an antiquated riddle that we know the answer to. It seems that the thinking in the present board and its adminis-- 1 trative assistant has unduly crystalled. That the time has come for the big change. We offer this alternative for the consideration of the voters of Carbon county. Lets first get the absolute essentials that are needed for an effi-- 1 cient modern school. teachers and These are: sufficient classrooms, enough well-pai- d adequate supplies. There seems always to be plenty of bright, willing children and they come at no additional cost to the school board. Our present system has become so highly centralized, so dogmatic and intolerant as to be almost inoperative. We propose to break this organization down so that each school in the county is run by the principal and the teachers in that respective school. Each school will receive its share of money on the basis of the number of children attending school. This will bring the schools back to the communities where they were intended to be. This would mean a tremendous savings in the present overall cost. The superintendent and his nine or ten supervisors would no longer be needed. A savings in the neighborhood of about $50,000. This alone would give each teacher a $400 a year raise. The entire lunch program would no longer be a part of the school set-uThe lunchrooms would be adopted for classrooms. The lunch program would be turned over to civic organizations or private concerns. This would not only save considerable money but simplify! school administration. The maintenance and repairs, if possible, would be made by the janitor and workmen in the vicinity of each school. The annual renoextra summer! vating to be dpne by the teachers of each school . ; money.,.., the entire j An additional large sum could be saved by bus situation. After the essentials are met: sufficient classrooms; enough well paid teachers and adequate supplies then meet the transportation as nearly as possible with the money left. Dont crowd little children into old classrooms and threaten teachers with dismissal. I p. Our search never ends. Last year, in the Western Hemisphere alone. Standard invested $134 million in exploration, drilled 107 test wells. We added nearly three times as much oil to reserves as we brought from the ground. But U.S. consumption rises steadily. Its now over 9 million barrels per day and expected to increase within 10 years. So in 1956 well again invest many millions in exploration, drill scores of new wells seeking the oil youll use tomorrow. 1965 ters r-- 1956 1965 Includes operations of affiliated companies in Eastern Hemisphere STANDARD OIL COMPANY OP CALIFORNIA puts petroleum progress to work for you How PUZZLE to make rough and rugged work easy !
