Besides certain corporations, partnerships, and business the following persons are defined as residents of Utah: (1) Any person, except a tour-wh- o owns, leases or rents a place of domicile within the state, regardless of domicile, who remains m the state of Utah for consecutive period of six months or more; (2) Any person who is gainfully employed m the state in permanent capacity; (3) Any person who registers for voting within the state. Until the ruling was issued, it was sometime difficult to determine the tax liability in each case, but with exact rules the commission is able to bring about the licensing of many cars and trucks by people living in Utah but using license plates from adjoining states.
