Operation Fresh Start offers help to late tax filers Operation Fresh Start offers help to late tax filers Hundreds perhaps thousands of Utahns havent filed federal or state income tax returns in years, due to a variety of circumstances. They want to get right with the government, but are afraid to do so. The Internal Revenue Service and the Utah State Tax Commission have launched Operation Fresh Start a service program to help Utahns file past years returns, obtain old withholding records and otherwise get current on their income taxes without fear. Nearly 900 Utahns have come forward to File late tax returns since the program began last fall. The majority of nonfilers are taxpayers with low or middle incomes who failed to file during one or more years due to circumstances beyond their control, such as severe illness, loss of a spouse, or extreme financial problems, according to IRS District Director Carol Fay. Filing old tax returns doesnt necessarily mean facing a large tax - one-on-o- ne bill, Mrs. Fay said. She noted that nearly one half of the taxpayers who came in discovered they had refunds coming, or owed no tax. For those owing, the average bill was less than $1,000.
