In Utah, 63 of the land is federally controlled. Only Alaska and Nevada have a higher percentage of federal ownership. Federal lands are exempt from property taxes. In Utah, property taxes are the largest source of revenue for local governments and help pay for services provided by counties, cities, school districts, special service districts, etc. For example, in Kane County, an estimated 99 of the land is publicly owned - placing a fiscal burden on local government. As a result, the federal government has set up land payment programs to compensate local governments for the tax exempt federal lands within their jurisdictions. There are two types of programs for handling of these federal funds: Receipt-Sharin- g e and payments. Receipt sharing programs have been established by Congress for minerals extracted from federal lands, revenue generated from National Forests, revenue from fish and wildlife refuges, and revenue from grazing. e payments have been set up for specific federal lands. The 1920Mineral Leasing Act one-thir- per-acr- Per-acr- requires that 50 of revenues collected from the development of federally-leased minerals be returned to the state of origin. Last year Utah received $32.4 million from mineral lease royalties. These monies can be used for any purpose as long as a priority is given to those areas of the state that are adversely impacted, socially, or economically by the development of minerals leased under the Act. In Utah mineral lease mo- - nies are used for roads, public education, higher education, water and geological research, and other public services. Also in Utah, a portion of Free hotline mincral lease revenues is used to make per acre payments to counties with school or institutional trust lands, lands owned by the DWR, and lands owned by the Division of Parks and Recreation. These payments are known as PILTs. In 1991 , Sevier County received 517, 206, or 30 cents per acre in PILT money. Sanpete County re- ceived $12,011 - also 30 cents per acre. Millard County received the highest PILT payments, $122,133; followed by Grand County with $113,934. That statement is certainly consistent and should have been obvious to anyone - member or - who knows anything about Church doctrine. Would the first dissertation on home education in the entire country have come out of BYU and would it have been written by religion professor Reed Benson, son of the current Church President? The Church has every right, as any organization should, to remove from membership those who oppose its doctrines or seek its destruction; but no members standing should ever be questioned for home schooling. The regulation is designed to protect children from their tendency to dash ahead without looking into lanes of oncoming traffic. It is now illegal to overtake or pass a car or truck that has stopped to permit a pedestrian to cross at either a marked crosswalk or an unmarked crosswalk at an intersection. School zones and zone markings will be standardized statewide. Reduced speed restrictions will apply only when amber lights are flashing and the length of roadway that can be marked as a school zone will be kept to a minimum length, usually between 200 and 300 feet, so the motorists will have a shorter distance to drive the reduced speed. Elementary schools will also be responsible to develop safety training programs and routing plans, and school boards must set up traffic safety committees. The plans and regulations won't work is the motorists dont do their part. The new regulations feature stiff penalties, but dont ask too much new behavior from drivers - we are supposed to drive slower in school zones anyway.
