Water users operating Piute Reservoir and Otter Creek Reservoir have cooperated very closely with DWR over the past 6 to 8 years in helping with fisheries concerns, especially when opportunities come up to chemically treat these lakes, which has been the most important aspect in providing good fishing at these locations. The Minersville water users are now working with DWR to help restore a decent program at this lake for fishing. Local sportsmen should be aware of the help they have received and plan on some good fishing this year if they take the time to look for it. Lake, Garfield County. All should offer good fishing this year. A conservation pool was also provided at Quail Creek Reservoir as part of the funding for construction with state funds through the State Division of Water Resources. In addition, total reservoirs have either ben purchased or built by DWR using the same funding sources, where lakes are left at more or less stabilized levels. These include Duck Creek Pond, Aspen Mirror Lake, Pine Lake, Anderson Meadow , B arker Reservoir, Lower Barker, Long Willow Bottom, Round Willow BOttom, Joe Lay Reservoir, LaBaron Reservoir, Manning Meadow Reservoir, and Barney Reservoir in southern Utah. Fishermen should also thank local irrigators and fanners for their efforts to consider fishermen as well as their own livelihood: At Enterprise Reservoir water was used first at the lower lake to protect the better fishing in the upper reservoir during 1990, which will greatly add to this years fish- Diane Reese Sevier County Extension Child abuse and neglect are most likely to occur when a combination of stresses affect an individual orfamily. These stresses may reinforce each other. Such stress can result in child abuse if parents or other caregivers are not able to get help in solving their problems. Recognizing factors that lead to abuse is the first step in breaking the child abuse cycle. The next step is seeking appropriate help. Factors sometimes associated with child abuse include: overwhelming stress low self esteem in adults a history of some type of child abuse or neglect in the abusers own adult or childhood background lack of support system among relatives and friends little knowledge of child development and child rearing skills unfulfilled emotional needs severe marital, financial, housing, or health problems that sap energy and emotional strength belief that physical punishment of children (slapping or spanking) The Fremont Irrigation Company in Wayne County initiated an I ' , v.. f, r v f 5 ft " Ml A .4., "V ." Sometimes frustrated adults will vigorously shake a child instead of hitting. They may think that shaking is a safe way of venting anger or enforcing discipline. DONT DO IT. Shaking a child can cause serious brain damage, even death. It is particularly risky with children less than one year old. Use discipline methods that arent violent. Send the child to bed or turn off the TV. Make time for your children. When parents spend time wi th their children, the children respond in a positive way. Parents who pay more attention to what their children do right and praise them, help increase good behavior and make the child proud of himself. Daily hugs, smiles, and words of encouragement also build good relationships. New grazing fees could spell disaster for ranchers If public grazing fees increase as is currently proposed before Congress, it would spell economic disaster for most Utah ranchers who depend cm public lands for grazing but could not afford such an increase, said a USU economics professor. That is because most Utah ranchcattle ers have small, family-owne- d and sheep operations that use and depend on both public and private lands, noted Darwin B. Nielsen, USU Extension ranch management specialist. Here are a few economic facts Nielsen lists relating to ranching in Utah and the use of pub! ie lands for range cattle: The average gross income per livestock operator was $33,600 in 1 988 with an average net income of $7,538 per operator. More than 50 of Utah ranchers work off-farjobs to help pay the bills. About 3 1 of Utahs beef cow herd graze Forest Service lands and 48 graze Bureau of Land Management lands. In addition, 58 of Utahs sheep herd graze on Forest Service land and 87 graze BLM. Federal lands provide 23 of the yearly feed for Utahs beef cow herd and 46 of the feed for range sheep production. A given ranch may get 20 of its yearly feed from public lands. This comes during a season when a ranch uses its private land to produce feed for the winter. The current grazing fee formula is fair - easy to administer and indexed to market values. Rangelands produce a renewable forage resource that can be used year after year without damage to the land. The plants on these lands have evolved under the influence of grazing animals. Grazing is a natural part of the system. About 79 of the land area in Utah is grazing land. Hcpworth Regional Fisheries Manager Cumulative effects of a drought have left many area reservoirs with exceptionally low water levels. However, fishermen can thank their own efforts in providing funding for conservation pool purchases over a good many years, and the consideration from numerous area irrigation companies for seeing that many waters still have good populations of sport fish. Funding from sportsmen was used by DWR as long ago as 1940-4- 2 to purchase conservation pools in Upper Enterprise Reservoir and Yankee Meadow Reservoir. Although water levels were very low last fall at these locations, enough water was retained to overwinter large numbers of fish and now that water levels are higher both reservoirs will offer good fishing this summer. Without the conservation pool program, both of these lakes would likely have been drained last year, which would have resulted in a total lossof fishing opportunity this year. Similar conservation pools were purchased between 1959 through 1990 with sportsmens dollars at Paragonah Reservoir, Iron County; Lower Bowns, Garfield County; 1600 Meter; 5000 meter; and the 3000 meter Race Walk.
