These are funds which provided critical services to Utah citizens and communities through out the state. Last October the federal government decided not to approve the freedom of choice waiver. The Department of Social Seiwices was told that residential services could be included in the Utahs Medicaid Plan. The Department then revised its plan to include all residential services, however, in mid Jun the federal government decided not to approve the inclusion of these services in the state plan. As a result of these programs that were budgeted for during the last general session by both the legislature and executive branch are no longer available for this fiscal year.
