Because of the delicacy of the international question involved, the senate leader took the position that the debate should not proceed in the open. Japan has made a protest against the exclusion, question, couched in vigorous terms, but Republican senators appeared to believe Monday that an exclusion clause would be adopted. The house approved a similar provision by a vote of more than four to one. There was only a brief exchange on the subject before the galleries were cleared and the senate doors swung shut. Senator Lodge said, in making his motion that the question was one that should be considered privately, and he replied in the affirmative when Senator Robinson, the Democratic floor asked leader, whether the motion had been made because the matter related to foreign relations. Senator Swanson (Dem.) of Virginia insisted that there should be an understanding as to whether the motion would preclude subsequent debate on the subject on the open floor, but Senator Lodge said the senate must decide that question after it went into executive session. After an executive session lasting of an hour, Senator Lodge withdrew his motion to consider the matter in executive session and the discussion then proceeded in open session. Chairman Lodge announced that members were left free to vote as three-quarte- rs they pleased on the exclusion amend- ment which has been offered by Senator Shortridge (Rep.) of California, and which is similtar to the provision of the bill passed by the house Saturday. While no formal announcement was made, some senators said the conference had gone on record in favor of a basic quota of 1 per cent in 1910 census. It also approved the amendment by Senator Reed (Rep.) of Pennsylvania which would make the quotas based on origin of nationalities of the whole population and limit the yearly total to 20,000. The action of the conference is in no way binding on the senators who participated. They numbered forty-on- e of the fifty-onmembers of the majority.
