Answering a number of important questions he has been asked most frequently since being made administrator of the new law, Commissioner Dudler emphasized that It does not require a motorist to pay damage claims for which he is not liable. Pending the final settlement of that question by a court, however, he said, proof of ability to pay must be given within the y period, either by depositing security or posting a surety bond with the Department of Public Safety. Insurance also is recognized by the law as sufficient proof, provided, it was in force at the time of the accident. The security or bond, he explained, will be used to pay damage claims or refunded, according to how the court de- law gives the state an additional means of removing from the highway permanently, as owner and operator of a motor vehicle, those who repeatedly cause accidents. While insurance will provide protection against an accident while it is in force, he said, it may be difficult to obtain renewal of the policy if there is a second or third accident. This, he declared, is one of the most important safety featurets of the law, because the motorist must then drive carefully, or face the prospect of being removed from the road permanently. The time has come, the commissioner declared, for the motorist to understand that the privilege of owning and operating a motor vehicle carries with it some very firm responsibilities. One is the responsibility to practice the rules of safety for the protection of everyone, including yourself. Coupled with it, and equally important, is another. It is the responsibility to pay for the damage you cause if you are involved in a traffic cides. Commissioner Dudler also accident. The Utah lawmaker, participating in a panel discussion before the American Institute on Cooperation at Utah State Agricultural College, said that the present conflict between cooperatives and corporations need not continue. In the years immediately we must find a new tax philosophy, putting more reliance on some new tax forms, such as excise, sales or purchase taxes, the Senator 6aid. If the corporations and the cooperatives could provide wise leadership in the mtrtual development of this needed program, the present apparently insolvable conflict would disappear, and all forms of enterprise could then make their full contribution to the nations economic growth without being divided and distracted by mutual antagoism.
