The Red Cross merely promotes and implements the neighborly spirit. which A Red Cross Depends on the People is a membership organization. It receives no financial support from the government and desires none. It depends upon the support of the American people and upon the work of thousands of volunteers who outnumber the regular staff by 100 to 1. The Board of Governors believes that the interest of these essential volunteers and contributors must be maintained.
