It is, of course, just about im- possible to disagree with the President's objective to reversing the flow of power and responsibility from the state capitals to Washington, or his com-pla- nt about the extravagant pro- liferation of Federal programs" over the past generation, when Federal dollars were offered as the automatic response to almost any problem which arose in the nation. The failures of these Fed- eral panaceas are around for all of us to see. But thatisnotto say that Federal revenue sharing is the only, or the best, way to reverse these trends and try to restore the states to their proper role in the Federal system. For one thing, there is no assurance whatever that this "sharing", like most other Federal programs, will not be expanded far beyond the boundaries contemplated by the Presidents plan. Is it likely that Washington will have to increase taxes or the public debt to raise funds in the future to meetits re-co- What assurances are there that these shared funds will be spent any more efficiently or effectively than the many billions of Federal dollars which are now being provided to aid the cities and states? The last question raises a point of some particular interest and concern. Federal programs providing financial aid to state-locgovernments have grown tremendously in recent years, both in number and cost.
