Section 2: Purposes, duties and responsibilities of the Senior Citizens Board and others to whom the Board may delegate authority: (a) Serve as the successor to all functions of diverse groups left without authorization at the formation of the Senior Citizens Board. (b) To promote and develop programs to interest and provide for the welfare of Senior Citizens. (c) To cooperate with the Utah Division of Aging and also both public and private companion agencies on the State and National levels to more effectively meet the needs of and provide opportunities for older persons. (d) To integrate the activities of such other groups with the kindred aims of providing opportunities for senior adults of volunteer or paid services to the community and to their fellowmen and for opportunities in educational, recreational and social pursuits. (f) To seek out resources at the local, state and national level to provide services to the senior adult. 3: Section (a) MEM BERSHIP QUALIFICATIONS The Senior Citizens Board shall consist of seven members, all appointed by the Mayor of Brigham City with the consent of the City Council from among the qualified electors of the City using where practical persons associated with services to older people and with two members being citizens passed the age of 64 years. Members shall serve ' on meetings and the transaction of business, not, however, in conflict with law and shall keep record of proceedings, minutes, resolutions and other action. The Chairman shall cause a report of Board proceedings, expenditures and resolutions to be furnished to the Brigham City Council annually, on or before the 30th day of June of each calendar year. 4: Section SENIOR CITIZENS BOARD DIREC- TOR, EMPLOYEES, LIMITATION By Doris Flint The area was well represented at the county fair. (b) TERMS OF OFFICE, VACANCIES, ON BUDGET, EXPENDITURES The Senior Citizens Board may appoint or hire a director, assistants or other aides as may be necessary and insofar as the funds appropriated or furnished to such Board shall permit. Such Director, and assistants or aides, if any, shall be employees of, and paid by Brigham City. In no event however shall the Senior Citizens Board have authority to bind or obligate Brigham City for services, goods, or any purpose whatsoever, in excess of the funds appropriated by Brigham City to the Board for the current year. The Senior Citizens Board shall prepare an annual budget for each fiscal year which shall run from July 1 of each calendar year to the succeeding June 30th and present such proposed budget to the Brigham City Council on or before the 1st day of May of each calendar year. No expenditures shall be made by said Senior Citizens Board except as such are provided for in the annual budget as finally approved and funded by Brigham City.
