It would have no connection with social security and consequently the tax rate would not be disturbed for this reason. But after all, it's just the people who need these services and haven't the money to provide them, that concerns us. The people who can and do pay their doctor and hospital bill should continue to do so regardless of age. As a matter of fact, some 10 million of (he 18 million who are over the age of 65, carry voluntary health insurance plans. Less than 20 percent have been receiving benefits from the present program which the Medical Aid for the Aged bill would implement.
