The average value to the of assessed com hem. cket, lelon, uoise com-Ciso- n ined in Weber county showed an average assessed value of 20-percent of sales price, ranging from a low of 5.7 percent to a high of 55 percent. Thus, Box Elder county is not the only one in which inequitable assessments exist, Mr. Healy said. The situation is generally true throughout the state. Our reason for bringing it to the attention of the couny taxing officials was to point up the need for a complete, periodic reappraisal to insure that no taxpayer is paying higher than his fair share and that none is pay-inlower than his neighbor. If the small number of samples used in the comparison can be taken as typical of the values throughout the counties, it would appear that Utah countys average assessed value is much taken accordingly to correct the situation. We suggested that legislation be enacted making it mandatory for the state tax commission to make a complete reappraisal of each county every VOLUME 44, NUMBER 51 five years to insure uniformity." This would make it possible for a full-tim- e staff of expert appraisers to be available to the counties, Mr. Healy added, the cost of which to a single county would be prohibitive. He sug gested that the cost could be pooled among all counties and t paid to the tax commission by i the county treasurers out of current property tax collections be fore distribution to the various taxing units. In this way the schools, the cities, and coun ties, which are the ones bene fitting from the property tax, would all share proportionately in the cost of administration.
