According to the report, total increased welfare expenditures by more than 40 percent in Utah r period endduring the exed June 30, 1950. Welfare penditures totaled $8,090,025 in 1941 and increased to $11,644,-89- 6 in 1950. The total number of persons receiving public assistance has decreased from 50,109 in July, 1910 to 28,919 in July, 1950, or more than 40 percent during the r period. In 1940, 9.1 percent of the states population was receiving public assistance, but by 1950 this percentage had declined to 4.2 percent. If the number of persons on the welfare rolls were to increase again to the 1940 level and the payat the ments were to remain 1950 rate. , Utahs public welbe fare expenditures would more than twice their present amount. Although the cost of living has increased by approximately 75 percent during this period, the average old age assistance grants haye increased 175 percent and average aid to dependent children grants have increased 180 percent. The Utah Foundation report points out that the lien law and other restrictive legislation enacted in 1947 and 1948 have been positive factors in reducing expenditures for old age assistance in Utah. Although the number of old age recipients in the nation as a whole has increased by 23 percent since 1947, the number of recipients in Utah has actually decreased by 20 percent. It is estimated that Utahs old age assistance expenditures might be expected to increase by approximately $3 million d year, if the present lien and accompanying property were removed or restrictions amended and if it is assumed that the state would then follow the national trends for public welfare. Utah is likely to receive almost $1 million a year in additional federal aid for welfare purposes as a result of the 1950 amendments to the Federal Social Security act, the Foundation reports. During the first month of operation under the new federal law, the State share of the welfare expenditures was reduced by $17 thousand and the federal government share was increased by $32 thousand. The State share will be further reduced and the federal share will be further increased when the federal participation in the of federally matched program aid to the disabled can be determined. Utahs welfare program will be affected by the - fact that many persons who could not qualify for benefits under the old Social Security act may be eligible for benefits under,, the new law.
