But In addition to this service, employers and employees should be aware of the role the Employment service plays in connection with the administration of the unemployment Insurance He stated that to be program eligible for benefits the claimant must, among other things, be willing to work and be seekAs the old ing employment. saying goes, the test of the pudding is in the 'eating." There is nothing so good or so healthy In an unemployment insurance program as being able to offer a job to a claimant to see whether or not he is truly anxious to work. Mr. Harding stated that when an employer places an order with the Employment service he not only awails himself of a useful service but he provides the means whereby a "work test can be given not to one claimant but to better than four claimants. How does this work? Well the records of the Employment service reveal the following: If employers do their hiring through the Employment service we are able to test the availability of four claimants plus, for every job that Is filled. This ratio is arrived at as follows: For every 100 Jobs the Employment service filled we referred to employers during the month of January, 205 applicants. The Employment service calls in enough applicants so that they can talk to twice as many as they refer, thus screening out and referring only the better workers. To fill 100 jobs, therefore, the Employment service has to call In enough applicants to talk to 410 individual anworkers. Those workers that are not claimants arc inexperienced workers, workers that are already employed looking for bet-te- r workers, jobs, agricultural railroad workers, or workers. In this example, it is estimated that approximately 80 percent of the job applicants in the Employment service files during the month of January were unemployment compensation claimants.
