For some time, the city and Box Elder county have been working to establish clear air zoning around the city airport. Councilman Dale Baron adivsed the council that, according to law, before such zoning can be adopted, a Box Elder County-BrighaCity Planning and Zoning commission must be appointed. It will be through this body that zoning will be accomplished. Baron said the countv has acted already to appoint Jerry Wilde, Harper Ward, and Denton Beecher, county surveyor, to the panel. Upon Barons recommendation, the council appointed Ward Secrist, Richard Meyer and Roger Handy, director of administrative services, as the commissions other three members. As anticipated, the council formally adopted a new franchise agreement with Utah Cable Television. On hand to sign for the company was President Dale Garner. Terms of the pact call for construction of the local CATV system to begin within 90 days after approval of a layout map. And the map will be submitted on or before Jan. 31. Garner said construction will take four months. Other terms specify that the monthly charge for CATV service will not exceed $7.50 for the first set and initial installation can range from $15 to $25. Any change in the monthly rate must be approved by the council and Brigham City will receive 3 percent of the gross as a franchise tax. Garner said the system will cost $368,000 and surveys have indicated that 70 percent of the people in Brigham City will subscribe to ther service. Utah Cable Television is now a subsidiary of BFM Constructors which has home offices in Greenwich, Conn., and Garner said he is a regional manager for the eastern firm. Bids were opened from four firms for control panels and other electrical equipment for the citys east substation. They were referred to committee for study and recommendation to the council. Acting on a recommendation of Mayor Felt, the council voted to reappoint all members of the Community - Progress committee for a two-yeperiod. The council said it would not disapprove an agreement under which Brigham City would loan a fire siren to District Fire Warden Lloyd Robinette for use in another Box Elder county community. This was disclosed Thursday as Chairman Beth Gurrister made a final report to the council. In other business at a regular weekly city council meeting, approval was given y for a joint airport planning and zoning commission and for a cable television franchise agreement. Two won top honors, continuing a winning tradition started only last year at this tournament, a spokesman said. This year they included, in order of finish, Bountiful, Ogden, Davis, Box Elder, Viewmont, Weber, West, Lay-toBonneville and Woods Cross. The top four teams were in a dog fight for top honors with 52 points separating fourth and fifth place teams. Other Box Elder members gaining special recognition eluded: Scott Miller (oraSuperior tions) and Brett Nelson (orations). Thomas Morgan who lives nine miles south of Lucin and has two children, told the board he had been led to believe by the school principal and others that the bus would come to his home. But it hasnt and he must transport his children to Lucin to catch the bus each day. Morgan said it doesnt allow him to work and may force him to take welfare. Also expressing a desire to see the route extended were Ed Morgan and William Brewer. Dr. Haws said he had been advised that the road is rough and in n,eed of gravel, that a school bus, shouldnt travel it until improvements are made. Box Elder High Schools Future Farmers of America chapter received two awards at the recent national FFA convention in Kansas City, Mo., and finished among the countrys top 100 chapters. The chapter was recipient of a silver rating in the national chapter safety program and a bronze rating in the Gold Emblem program. There are more than 8,000 FFA chapter in the United States. On hand at the confab to receive Box Elders honors were President John Baugh and, Chapter Treasurer Gordon Craner. In addition, Tyler Barker, chapter secretary, participated in the National FFA chorus. The chapters success in safety competition was paced by its implementation of the National Neighborhood Watch , A West Virginia man is scheduled to appear in Brigham City court Monday following his arrest last week by Utah Highway Patrol Trooper Ken Mecham on just west of Brigham City. Mecham said he received an unpleasant surprise when he pulled up along side a vehicle reportedly involved in a threatening incident at a Tremonton service station and found himself staring down the barrel of a rifle. Mecham said he was northbound when he received word Thursday morning that a man had threatened a Logan couple with a gun in Tremonton and soon spotted a vehicle matching the description of the suspects. A foreign model car containing two women was accompanying the truck, Mecham said. Mecham said he pulled up behind the two units when they slowed down and pulled into the emergency lane, traveling about 25 miles an hour. Mecham turned on his lights and pulled up along side the pickup and found himself looking down the rifle barrel which was leveled out the window at him.
