Show BIA -- Slights Indians, Congressman Claims congressman from Montana has severely criticized the Bureau of Indian Affairs for its alleged failure over the years to provide equal employment and government and the means of obtaining the education and or training necessary to assure him of an acceptable life. Circumventing Law "It is obvious the Bureau of Indian Affairs is circumventing the spirit as well as the letter of the law by its actions, and the Civil Service commission is the bureaus condoning policies. Olsen said that the BIA Indians. In a report entered into the Congressional Record last month, U.S. Rep. Arnold Olsen said a report prepared for him by his staff clearly indicates that the Bureau of Indian Affairs grossly discriminates against the Indian even though there is a clear legislative mandate dating from the 1380s requiring that the Indian be given absolute employment preference within the bureau." Representative Olsen said that since 1882, Congress has been on record as stating that employment preference within the bureau should be given to Indians. The policy was affirmed, he said, with passage of the Indian Reorganization Act of 1934, also known as the Wheeler Howard act. Act Explicit "This act was explicit in directing that Indians be given preference in employment without regard to Civil Service regulations," he said. He quoted the Wheeler-Howar- d act as saying: The Secretary of the Interior is directed to establish standards of health, age, character, experience, knowledge and ability for Indians who may be appointed without regard to civil service laws, to the various positions maintained, now or hereafter, by the Indian office, in the administration of functions or services affecting any Indian tribe. Such qualified Indians shall hereafter have the preference to appointment of in any such vacancies positions." Olsens report, which was prepared by Mrs. Donna Williss and Beverely Causey of his staff, said that the intent of Congress, in passing the Indian Reorganization act, was to "provide the Indian with self- - reported that in 1969 presented charts to show that most Indians hold lower paying jobs. An end to the discrimination within the bureau is necessary if the Indian is to control his life, Representative Olsen concluded. It would certainly go a long way toward ending the present, unbelieveable, unemployment situation. Nothing is lacking to prevent Indian preference from becoming a reality. The legislation has been on the books for more than 80 years. The President in his message to Congress on Indian Affiars on July 8, 1970, expressed his support for Indian only slightly more than half of its employees were Indians, and he and even proposed major legislation to accomplish this end. Enforce Position "All that is necessary at this point would be for the President to enforce his position and the existing laws. Step one would be to force the Secretary of Interior to establish standards for Indian employment, separate and distinct from those of the civil service. Step two would be strict implementation of Indian preference in all phases of BIA employment. The great White Father has a long history of promising and not delivering. Hopefully, with the Presidents expressed intent and the dedication of the Indians recently brought into the Bureau at policy making levels, the history of neglect and indifference will be overcome. Students Make Honor Roll BE Moss Introduces Bill For Lake Monument Eight persons from the Box Elder High school are among the 1554 students named to the Autumn 70 quarter honor roll at the University of Utah. To be named to the honor list a student must maintain an average of 3.5 or better in all academic subjects where 4.0 is the equivalent of an "A. They included: Cynthia A. Johnston, senior, College of Nursing. Senator Frank E. Moss has introduced a bill which would establish a Great Salt Lake National monument on Antelope island. It is similar to a bill Senator Moss introduced during the 90th Congress. That bill passed the Senate, but died in the House Interior committee. As he introduced the bill, Senator Moss told the Senate that when he came to the Senate in 1959 he set as one of his goals the proper development of the Great Salt lake. His bill on the ownership of the lake bed has made possible the industrial development of the lake.
