Board members approved the installation of the sprinkling system with the contract to go to Larsen Brothers as the low bidder. In order to avoid damage through freezing of the Johnson service at the Bear River High school, approval was granted for the installation of an automatic louver damper at a cost of , High daughter of Mr. and Mrs. Levell Neal, as well as two children from the Hickman family attending Bear River Junior High school, are residents of Stone, Idaho.' Stevens stated that these . students come to Snowville each , morning to meet the bus covering the route from Snowville to the Bear River High, school. Hervin Bunderson made progress reports on construction at Bunderson school, Bear ' River High school addition and Little Valley , school. , A change order was approved in theamount of $267.00 for drape track installation in Classroom 221 of the Bear River High school addition, ' Authorization was granted to Install lighting in the southeast corner entrance to the Bear River High school campus. Board members approved at . their Sept. 12 meeting, a request , for planting lawn on the area north of the school building at Thatcher. A new request was presented at the October meeting , asking that lawn be planted in an area covering two acres. The request was taken under advisement. , - - Honeyville School Addition At a previous meeting of the , board, a sketch as a preliminary study for an addition to the Honeyville school was considered , and tentatively approved. Since that time, careful thought has gone into the planning of the addition and board members - voted that it was advisable that the plan should be studied for possible changes in the size of the facilities needed. Board members approved the use of the Little Valley school building for community activities. The board directed the superintendent to make a study of schedules that would not conflict with school activities and to make recommendation for ' rental fees. Olsen stated that it is expected that they will have received, prior to that, time, full instructions from the Attorney General concerning voting regulations when a third party is involved in the election, and these instructions will be passed on to the people who will be counting ballots on Nov. 6. While the meeting was open to the public, the heads of prominent civic, service, and other related organizations throughout the county were especially invited to be in attendance. A good representation of these various groups engaged in a lively discussion as to whether or not Box Elder county should use this means of providing the homes necessary to enable the county to care for the aged and infirm residents. It was explained that the proposed nursing home would not be In competition with our two hospitals. Rather, this would be place where aged and infirm people could receive help and care they could n'ot receive in their regular home. care It would be a long-terand would primarily be for those persons who could not be helped by treatment in a regular hospital. It would be for old people who need better care than most of them would be able to obtain in an ordinary home. It was explained that the need for places that could give this type of care is rapidly increasing due to the advancing age of our people. Box Elder county at the present time, is probably the most critical area in .the entire state of Utah in this regard because it doesnt have a single licensed nursing home, and it is necessary for our people to leave the county for this care. It was further explained that federal funds have been assured to pay half the cost of the construction of these facilities; however," before we can receive these . funds, we must have matching money available. It It is anticipated that additional federal money will be available to assist in the construction of a second home at a later date. If for any reason this federal money should not be available as anticipated, the construction would not be started and the tax would not be levied to raise our portion of the funds. Those who do not have the means to pay for their care would be eligible for public assistance, and part of the cost of their care would come from this source. Relatives who could do so would be requested to assist. The churches also would be requested to assist in paying the cost of the care for their indigent members. Only when all of these resources are exhausted would the county commissioners be asked to assist In paying for the care of indigent persons. At the conclusion of the meeting, a vote was taken and those enwholeheartedly present dorsed the bond issue.
